The Waterloo Catholic District School Board serves over 38,000 learners and provides services to students in 51 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.

General Description Of Duties
The Health and Safety Supervisor is responsible for developing and maintaining health & safety procedures, programs, processes, developing training programs and ensuring organization compliance with legislative requirements and applicable collective agreements. The successful incumbent will report to the Manager, Labour Relation and directly supervise the Health and Safety Team, including a Health and Safety Partner and Health and Safety Assistant, and oversee the administration of various consultants. As a member of the Human Resource Services Management Team, the Senior Health and Safety Partner works with key stakeholders to proactively reduce employee accidents and injuries and provides advice and recommendations to the Board as the occupational health and safety expert. Some functions of this role include:
Provide expertise, advice, and consultation to all levels of management, unions, associations and staff on issues and legislative requirements/ obligations (e.g., contraventions to asbestos removal protocols, gas leaks, floods, construction deficiencies, serious critical injuries of staff and students, workplace violence, hazardous waste disposal). Act as a primary expert/resource for the Central Joint Health and Safety Committee and work closely with Executive Council on CJHSC approved recommendations for implementation. Manage and plan the development of health and safety programs and operating procedures based on assessment of current needs, health and safety legislation, industry standards, best practices and recent trends. Investigate and respond to health and safety concerns. Where an unsafe condition or process is identified, develop a solution or strategy to remediate the issue. Conduct, develop and lead the development and assessment of occupational health and safety training needs. Administer protocol for Student Injury Prevention Initiatives as directed by CODE (Council of Ontario Directors of Education) for science and technological studies. Manage annual water sampling program for lead testing O.Reg.243/07. Prepare, administer and monitor the Board's Health and Safety Budget.
The Successful Candidate Will Possess
A university degree or post-graduate certificate in Occupational Health and Safety, Environmental Science, Science, or a related discipline; an equivalent combination of education and directly related experience will also be considered. A minimum of five (5) years of progressively responsible experience in occupational health and safety. A Canadian Registered Safety Professional (CRSP) designation, eligibility to obtain the designation, or a comparable recognized health and safety credential. Extensive experience interpreting and applying the Occupational Health and Safety Act (OHSA) and associated regulations. Demonstrated expertise in occupational hygiene, incident investigation, hazard identification and risk assessment, and the development and delivery of health and safety training. Proven success leading and implementing strategic health and safety initiatives, programs, and continuous improvement activities. Exceptional communication, relationship-building, facilitation, and conflict-resolution skills, with the ability to engage and influence a broad range of stakeholders. Strong analytical and technical writing skills, including experience developing health and safety policies, programs, procedures, reports, and recommendations. Proficiency with Microsoft Office applications and other workplace technologies. A valid First Aid/CPR certificate. A valid driver's license, access to a reliable vehicle, and the ability to travel throughout the Waterloo Catholic District School Board.
Desirable Assets - Preference will be given to candidates with
Leadership or supervisory experience in health and safety. Experience in a school board, education, municipal, healthcare, or public-sector setting. Experience leading Joint Health and Safety Committees (JHSCs). Knowledge of relevant health and safety legislation, regulations, and compliance requirements. Experience working effectively in a unionized environment. Experience developing and implementing health and safety programs, policies, and procedures.
Salary Range: PASS – Level 9, $104,436.59 to $122,866.28 per year in accordance with the PASS Terms of Employment
Hours of Work: Temporary full-time : 35 hours per week / 52 weeks per year – August 1 to October 31, 2026. Location(s): Catholic Education Centre, 35 Weber St., Kitchener, ON and frequent travel to schools across the system.
On Site Work Requirements: The successful incumbent is to be available to work on-site for a minimum of four (4) days per week. During peak operational periods, this position may be required to work on-site up to five (5) days per week to support organizational needs.
