Manager - Emergency Social Services

Reporting to the Director of Business Services Division (BSD), the Manager of Emergency Social Services will provide oversight in the development, implementation, management and evaluation of the Emergency Social Services program.

The incumbent will:

  • Develop the Social Services emergency management program policy and design by defining, updating, and promoting a clear vision and mission for Emergency Social Services including the components: mitigation, preparedness, response, and recovery
  • Developing work and communications plans, including providing reports to the Director on the status of the program, including budget implications
  • Maintaining compliance for emergency management standards and regulations set out by the province and under the Emergency Management and Civil Protection Act, RSO 1990,Ontario Regulation 380/04and Regional By-law036-2015, as amended (27-2019)
  • Researching legislative requirements, as well as emergency management policies, processes, and procedures from other jurisdictions to determine and refine best practices
  • Leading the development of plans, procedures, training, and exercises, coordinating among the Social Services Department, Durham Emergency Management, community agencies and stakeholders, local municipalities, emergency responders, provincial staff, etc.
  • Hiring and recruiting qualified and motivated staff and building an effective team
  • Establishing, maintaining, and scheduling a 24/7 initial contact system for any emergency event
  • Reviewing and approving training and exercise needs analysis regularly and developing an improvement plan report for Social Services staff
  • Communicating with the Emergency Social Services team, Director, Durham Emergency Management, regional departments, municipalities, elected officials, and other agencies in the event of an emergency
  • Obtaining information on the emergency event from police, fire and paramedics and distributing to senior staff at Regional, municipal, and Provincial levels
  • Implement a public education and awareness program for personal preparedness
  • Work in accordance with the provisions of applicable health and safety legislation and all corporate/departmental policies and procedures related to occupational health and safety

The incumbent will possess:

  • Degree in Emergency Management, Public Administration, Social Sciences, Business Administration, or a related discipline
  • Certified Emergency Manager would be considered an asset
  • Master's degree in Public Administration, Business Administration, Emergency Management would be considered an asset
  • Extensive experience in emergency management with demonstrated experience in management, policy and program development and implementation, risk specific planning, report writing and public speaking
  • Detailed knowledge of Ontario Works Act 1997, Ontario Disability Support Program Act 1997, Child Care and Early Years Act 2014, Housing Services Act 2011, Long Term Care Homes Act 2007
  • Exceptional technical knowledge in the areas of Provincial and Federal emergency management legislation, regulations, standards, plans and procedures
  • Knowledge of the Occupational Health & Safety Act
  • Knowledge of the Provincial and Federal Nuclear Emergency Response Plans and the Implementing Plan for Darling and Pickering Nuclear Generation Stations
  • Ability to interpret and apply legislation
  • Ability to conduct cost benefit analysis to determine the feasibility of programs and their impact on overall budget
  • Ability to work under pressure and make important split-second decisions to address issues which occur with the operation
  • Group development and group management skills including facilitating, planning, building effective teams, and conflict management
  • Program planning, development, and evaluation skills
  • Strong leadership and management skills
  • Strategic planning and change management skills
  • Excellent stakeholder management and communication skills
  • A transparent, accountable, and respectful leadership approach that fosters trust and open dialogue.
  • Be required to travel locally, respond to emergency situations and work outside of normal business hours as required

Management & Exempt Salary Grade 8

  • Salary: $128,162 to $160,203 per annum
