About the role
Weir Marine Engineering has a requirement for a Microsoft Digital Solutions Specialist to assist our clients in the Department of National Defence (DND) in advancing their Digital Transformation efforts by innovating, integrating, and accelerating advanced solutions that enhance operational readiness, strengthen decision-making, and empower command for the challenges of tomorrow.
The focus of the work will be on driving digitization initiatives and implementing innovative digital solutions across Microsoft platforms to enhance organizational efficiency and decision-making. It will be important to leverage AI technologies, predictive analytics, and integrated enterprise systems to enable data-driven strategies. In addition to solution design and optimization, teaching and coaching teams on digital tools, fostering a culture of continuous improvement, and developing streamlined processes that align with organizational objectives will also be required.
This challenging position involves working closely with our DND clients, with an expectation of some work being performed on-site in Halifax and while preference will be given to someone who is able to work on-site in Halifax at least part of the week with the rest of the work being performed remotely (telework), an arrangement with 100% telework could be considered. The activity has initial funding to 31 March 2027, but it is expected that the work will be renewed for subsequent periods. Although this opportunity is aimed at a consultant/contractor, an employment arrangement could also be considered.

Since 1953, Weir has operated and managed the Naval Engineering Test Establishment (NETE), a Department of National Defence (DND) facility located in LaSalle with operations in Halifax, Lévis, Victoria and Ottawa/Gatineau. Over 460 personnel are currently employed by Weir at NETE, supporting the Royal Canadian Navy and DND with test and evaluation services in a wide variety of technical areas.

What you’ll do
- Capability Assessment and Gap Analysis: Identify current digital capabilities, assess gaps and recommend solutions. Collaborate with stakeholders to align digital initiatives.
- Solution Architecture and Design: Develop secure, scalable and interoperable digital frameworks. Create architecture diagrams, data models, security plans, dashboards and reports. Build and configure tools using Microsoft 365, Power Platform and other relevant technologies.
- Deployment and Change Enablement: Assist with the testing of the solutions and with phased roll-outs, pilot programs and organizational change management. Monitor and report on usage and collect feedback.
- User Enablement and Operational Support: Deliver onboarding and coaching sessions, develop job aids and other training material, provide user support and technical support, assist with system updates and performance tuning.
- Safety First: Demonstrate 100% commitment to our zero harm behaviors in support of our drive towards developing a world class safety culture.

Must-haves:

More than three years of experience developing and implementing solutions using Microsoft (MS) tools and services.

Technical knowledge areas expected:
- Advanced knowledge of the MS 365 ecosystem and Power Platform, including Power BI and Copilot Studio, and MS Fabric;
- Hands-on experience with DAX and Power Query (M language);
- Experience with predictive analytics data-driven insights; and
- Strong knowledge of complementary technologies such as Azure, SAP, and SAP tools including Business Objects (BOBJ) and Business Explorer (BEx), and experience working with SQL, M language, and/or Python would all be considered assets.

General knowledge areas expected:
- Proven experience supporting digital transformation initiatives within a medium to large or complex organizations;
- Ability to develop and interpret architecture diagrams and data models;
- Experience planning and facilitating stakeholder workshops to gather, document, and translate business requirements into proposed solutions; and
- Experience with the DND/CAF and/or in the defence industry would be an asset.

- Highly organized, adaptable, and capable of managing multiple initiatives;
- Strong interpersonal skills, with a demonstrated ability to listen, guide, and coach others;
- Fast learner who can absorb and understand the requirements, project landscape and current processes, and apply knowledge of technologies to identify high-impact digital solutions;
- Excellent organizational and communication skills (verbal and written); and
- Motivated and takes pride in delivering high-quality work.

Canadian citizenship, with 10 or more years residing in Canada with no periods longer than six continuous months out of country, is absolutely necessary as part of the requirements to obtain a government security clearance to the minimum level of Secret.
