The purpose of this position is to promote the health of all Islanders by facilitating community action and building community capacity, fostering healthy public policy to create a healthier population, and promote preventive service delivery. This position engages all of society, including individuals, communities, all levels of government, NGOs and the private sector in adopting evidence-informed approaches to prevent disease, disability, and death, and reduce health inequity in and between populations.
Duties will include but are not limited to:
- Engage the public, government, and community stakeholders regarding the province’s wellness goals, priorities, and action plans to inform planning, development and implementation of interventions.
- Facilitate community mobilization and build community capacity around shared health priorities. Work collaboratively with partners across sectors to enhance the impact and sustainability of health promotion action.
- Lead communication strategies and initiatives to target populations, partners and stakeholders with health promotion and public health messaging through various mediums.
- Provide expert, high-quality advice to Minister, DM, ADM, CPHO, DCPHO, Director and other senior officials on wellness-HP issues and initiatives, including legislative, policy, program and service decisions and on workplans, strategies and federal/provincial/territorial and regional issues.
- Co-lead wellness related policy and program reviews with other departments and stakeholders, ensuring alignment with policy guidance, regulations, regional and federal initiatives, etc.
- Using appropriate project management tools, develop and execute project plans, track activities, monitor progress, evaluate processes and outcomes, apply risk mitigation strategies, and report on progress and results.
- Liaise with health and community organizations, advocacy groups, and federal/provincial departments to collaboratively and strategically plan to address vulnerable populations, the social determinants of health, and issues/needs in the future.
- Develop policies regarding chronic disease and injury prevention in alignment with scientific evidence, best practices, and departmental and provincial frameworks.
- Apply various research methodologies to health promotion processes including but not limited to focus groups, interviews, literature reviews and jurisdictional scans.
- Research and apply leading practices occurring locally, regionally, nationally and globally to inform public health priorities and to support the design, implementation and evaluation of universal, population-level, programs, services and policies.
- Other duties as required.
Minimum Qualifications:
- Master’s degree in Health Promotion, Public or Population Health, Health or Social Policy/ Administration, Health Education, Social Sciences, supplemented with a minimum of 5 years of progressively related experience
- Demonstrated equivalences will be considered.
- Considerable experience in research methods and analysis, and devising policy options and recommendations.
- Considerable experience in communicating complex information, maintaining effective relationships, and consulting with diverse partners and stakeholders.
- Considerable experience in project management and in participating in committees, project teams and working groups to contribute to analysis and decisions about complex issues.
- Experience in program development, implementation, and evaluation.
- Ability to be pro-active and work with a high degree of independence, discretion and diplomacy and competence to establish priorities and balance multiple projects.
- Ability to think analytically, strategically and conceptually and apply knowledge/theory to practice.
- Ability to identify and interpret legislation, regulations and statutes to provide advice and guide program and policy development and delivery.
- Strong knowledge and proficiency in the following areas: strategic planning, program design, implementation and evaluation, performance monitoring and reporting, project management, team building and group facilitation, and stakeholder/partner engagement.
- Excellent writing, editing and proofreading skills, with the ability to convey complex information in a clear and concise manner.
- Excellent skills in facilitation, consultation, and collaboration to foster and maintain positive relationships with stakeholders and colleagues across all levels of government.
- Proficiency in Microsoft Office Suite (e.g., Word, PowerPoint, Excel, Visio, SharePoint, etc.) and website hosting platforms, social media channels, and event/communication platforms (e.g., EventBrite, Teams, Zoom, CANVA, etc.).
- A valid driver’s license with access to reliable transportation is required.
- The successful applicant must provide a satisfactory Criminal Record Check prior to commencement of employment.
Other Qualifications:
- French/Bilingual would be an asset.
- Experience in specific health behaviours (healthy eating, physical activity, tobacco, alcohol, cannabis), chronic disease and injury prevention, equity and the social determinants of health is preferred.
- Ability to work flexible hours, evenings and weekends.
