THE OPPORTUNITY
Reporting to Vice President, Finance, the Director, Procurement leads BCI's procurement function through a period of significant evolution, driving organizational value through modern sourcing strategies and enhanced supplier partnerships.
The Director serves as a trusted strategic advisor to all departments while applying cost rigor and discipline to procurement activities. Working closely with the Financial Planning & Analysis and Corporate Accounting teams, the Director ensures an integrated source-to-pay approach across BCI.
This role offers the opportunity to shape Procurement's future by implementing technology solutions that streamline workflows and provide data for strategic decision-making, while leading organizational change that strengthens collaboration across BCI. As a member of the Finance leadership team, the Director influences departmental and organizational strategy while ensuring operational excellence.
WHO YOU WILL WORK WITH
The Finance department is part of BCI Operations and is responsible for investment and corporate accounting, valuations, as well as financial statements and financial reporting to our clients. The team also leads BCI’s budgeting process, tax structuring and tax compliance, finance client engagement, finance operations, procurement and performance measurement and analytics. Finance strives to effectively and efficiently support the execution of BCI’s corporate objectives and value creation for our clients.
Procurement is responsible for the sourcing, contracting, and management of our third-party vendors who provide goods and services in alignment with BCI's values. Working with our internal business partners and vendors, the Procurement department serves as a trusted advisor in sourcing, contracting, and managing third-party suppliers, ensuring all goods and services align with BCI's values while delivering timely market intelligence and strategic spend analysis.
WHAT YOU BRING
Must have
- Bachelor’s degree in business, supply chain management, or related field; equivalent combination of education and experience may be considered
- Professional procurement designation – SCMP or equivalent certification demonstrating expertise in strategic sourcing and modern procurement practices
- A minimum of 10 years of experience in procurement and vendor management, with exposure to public sector procurement, including knowledge of government procurement regulations and compliance requirements
- Minimum 5 years in a director-level or equivalent procurement role
- Experience developing and executing strategic procurement plans that align with organizational objectives
- Leadership experience building and developing high-performing teams
- Demonstrated experience leading the resolution of complex supply chain management issues for professional services, systems, and technology, evaluating options, and recommending solutions, taking into consideration value, risk, and business goals
- Proven track record managing key internal and external stakeholder relationships at senior levels
- Strong communication skills and influencing skills, including ability to handle crucial conversations with executives
- Experience driving organizational change and setting strategic direction
- Demonstrated integrity and ability to manage confidential situations and potential conflicts of interest
Preferred
- Experience with procurement policy development, vendor management, risk management, conflict resolution, financial controls, cost management, budget development and contract law
- Proven change leadership driving organizational transformation through procurement modernization, including building team capabilities, managing stakeholder resistance, and embedding new processes across the enterprise
- Experience leading cross-functional teams through Procure-to-Pay (P2P) system implementations, spend analytics deployments, and process digitization while ensuring adoption and cultural change
- Exposure to the investment industry
- Exposure to government procurement practices and trade agreements
WHAT YOU WILL DO
Team Leadership and Development
- Provides leadership and direction in the management of effective procurement programs at BCI, including building, leading, and coaching the Procurement team through transformation and modernization initiatives
- Identifies and ensures delivery of relevant training and information for employees and contractors, with focus on developing team capabilities for new technologies and managing organizational change
Strategic Procurement Leadership
- Designs and executes an organizational procurement strategy to deliver enhanced benefits and value to the customer/end user and to support service delivery aims
- Ensures that organizational procurement policies, key processes and controls deliver efficient and effective procurement practices that meet business needs
- Recommends the most appropriate, cost-effective, and efficient method for the short term and long-term procurement of goods and services, taking into consideration internal processes, trade agreements, ethics, and legal obligations
- As a member of the Finance department leadership team, influences and supports department and organizational strategy and engagement
Procurement Transformation and Digital Evolution
- Identifies opportunities and leads implementation of enhancements to procurement practices, systems, and delivery model, including P2P systems, spend analytics, and workflow automation
- Collaborates with Legal Affairs and Technology in optimizing the procure-to-pay process and associated workflows, ensuring successful adoption through change management
- Drives organizational transformation by modernizing procurement practices through data-driven decision making, process digitization, and cultural change initiatives
Vendor and Risk Management
- Establishes a vendor management approach that supports the business with their supplier relationships, actively monitors and mitigates supplier risk, maintains satisfaction with key vendors, and realizes cost savings where possible
- Identifies and manages commercial, contractual, operational, financial, reputational, ethical and supply chain risks
- Works collaboratively with the legal team on contract and legal requirements and interpretations
Stakeholder Engagement and Performance Management
- Builds trust, maintains strong relationships, and communicates clearly and effectively with key internal and external stakeholders, including executives
- Proactively and thoughtfully provides solutions and addresses concerns by stakeholders relating to procurement activities and decisions
- Maintains relationships with procurement associations, colleagues, and peers to provide market insights on procurement best practices
- Establishes performance standards and evaluation processes to assess/report on procurement activity in terms of progress, results, satisfaction, value, and cost
WHERE YOU WILL WORK
This role will be based in our office in downtown Victoria, BC.
SALARY RANGE
The annualized base salary range for this Victoria-based role is CAD $148,000 - $176,000.
BCI offers a competitive total rewards package, including a performance-based incentive plan, comprehensive health & dental benefits, a defined benefit pension plan, and paid time off. We pay our people competitively in the markets in which we operate and with consideration for internal equity and job structure. The base salary will consider factors such as the individual's skill set, experience, and internal equity. We aim for actual pay to be around the market median for expected performance and the upper quartile for excellent performance. Actual salaries may vary based on experience and expertise.
