ABOUT THE ROLE
Reporting to the Supervisor, Control Centre, is responsible for monitoring and reporting on the operation of conventional and Bus Rapid Transit (BRT) services to ensure contractor compliance, including monitoring electronic service and schedule adherence; collecting data from various systems (e.g. INIT, CAD/AVL, and GFI); assigning road closures and detours; investigating Customer Relationship Management (CRM) cases; assigning CRM cases; providing guidance to the contractors control centre staff and providing assistance for specific activities to verify compliance; and ensuring proper usage by contractors of all Intelligent Transportation System (ITS) equipment.
WHAT YOU'LL BE DOING
- Ensures equipment is working properly and receiving proper usage by contractors.
- Utilizes ITS equipment to ensure service quality, schedule adherence, and records management.
- Monitors and measures effectiveness and accuracy of all ITS equipment including vehicular GPS and CAD/AVL.
- Performs specific tasks in the transit control centre, including electronic service monitoring for planned and unplanned detours and road closures, headways, missed trips, delayed starts, blocks with no bus logged in and off-route buses.
- Monitors Mobile Forms by contractors and verifies issues with each contractor.
- Utilizes TMS equipment to ensure quality service performance and contract management, in conjunction with TMS unit and the Service Planning section.
- Monitors and ensures contractor compliance related to route schedules, changes to timetables and routing adjustments, and schedule adherence of entire transit system and performs random checks.
- Coordinates and sends field responses to unscheduled service changes and major incidents, accidents and occurrences, and communicates to appropriate personnel.
- Utilizes ITS equipment, such as Mobile Statistics, to track, report, and analyze vehicle locations; obtains automatic passenger count information and other service related information.
- Maintains a Daily Log of events, including hourly updates and sends to identified personnel.
- Liaises with Enforcement staff to ensure that information is provided in a timely manner, and operational needs are fulfilled.
- Liaises with internal staff and contractors, government and non-government agencies and the public for information, operational activities, issues and problems, etc and provides advice on possible solutions, as appropriate.
- Provides support/back up for the Enforcement Dispatcher, as required.
- Performs other duties, as assigned, in accordance with Branch and Department objectives.
WHAT WE'RE LOOKING FOR
- Successful completion of a Post Secondary Certificate or Diploma (1 year or more) or equivalent combination of education and experience.
- Minimum three (3) years experience in transit operations, including inspecting and reporting on the operation of conventional and BRT transit services, ensuring contractor compliance, investigating and resolving concerns and monitoring schedule adherence.
- Knowledge of related Legislation, Acts and Standards pertaining to transit.
- Working knowledge of transit software and on-board bus equipment, including CAD/AVL, destination signs, PRESTO, GFI fare boxes, etc.
- Knowledge and demonstrated ability in corporate core competencies including: customer service, communication, team work, initiative/self management, accountability, and flexibility/adaptability.
- Excellent written and verbal communication skills, demonstrating the ability to document and prepare reports, and to effectively liaise with customers, supervisors and contractors.
- Ability to travel to off site locations in a timely and efficient manner, as required.
- Ability to coordinate and direct personnel during an emergency situation.
- Ability to work outside regular business hours, as required.
