Job Description**:**
We are seeking an experienced Head of Public Affairs and Policy to lead OREA’s policy shop and public policy research programming. This is an exciting opportunity to help create a legislative and regulatory environment at Queen’s Park that is favourable to REALTORS®, real estate and affordable home ownership. The Head of Public Affairs and Policy supports all Government Relations events and communications.
Responsibilities**:**
Responsibilities include but are not limited to the following:
- Work with the CEO and Head of Government Relations (GR) to create and implement strategies to achieve the Association’s advocacy goals and objectives.
- Work with the CEO and Head of GR to position OREA as a thought leader by anticipating political shifts and advising the Leadership Team on strategic policy and advocacy opportunities.
- Support OREA’s direct advocacy efforts through drafting and development of background materials, speaking notes and PowerPoint presentations.
- Lead the creation and execution of OREA’s annual public policy research plan in support of the Association’s advocacy goals and objectives, including increasing housing supply and reducing barriers to home ownership.
- Lead the creation and execution of OREA’s annual consumer and Member research to support the Association’s strategic goals and objectives.
- Monitor and analyze policy decisions affecting housing supply and real estate regulation at Queen’s Park, crafting policy positions and recommendations as necessary and working with the Head of GR to advance OREA’s priorities.
- Serve as the staff liaison for OREA’s Trust in Real Estate Services (“TRESA”) Taskforce and lead the research and implementation of regulations under TRESA.
- Lead the drafting and creation of all OREA government submissions, consultations, reports and communications.
- Support OREA’s communications and marketing teams in achieving the Association’s goals and objectives related to OREA’s research and policy recommendations.
- Assist in the planning of OREA’s annual REALTOR® Advocacy Day and biennial Political Affairs Conference.
- Support OREA’s issues management process by tracking and assisting with the Association’s response to high-profile industry and market issues: analyzing the issue, advising on course of action as it relates to Government legislation and industry regulation, and developing rapid response government communications and policy positions.
- Represent OREA at external policy events, task forces, roundtables, and working groups as needed to amplify the REALTOR® voice.
- Manage external vendor contracts for polling and policy research.
- Provide leadership and mentorship to one direct report (Policy Specialist) to advance OREA’s advocacy and research objectives.
- Additional duties as assigned by the Leadership Team.
Qualifications and Skills**:**
- University Degree in Political Science or a related field.
- Five years of relevant experience.
- Familiarity with government bureaucracies, protocol, and decision-making and policy-development processes.
- Ability to identify and understand emerging policy developments, as well as an understanding of how to develop and implement policy.
- Ability to understand, interpret and analyze legislation and regulation.
- Experience with online data collection and analysis would be considered an asset.
- Excellent project management skills, including the ability to effectively manage and monitor staff, resources, and project budgets.
- Demonstrated ability to cultivate productive relationships with key stakeholders.
- Demonstrated ability to conduct research and analysis of national and international laws and legal issues.
- Strong social research skills – both qualitative and quantitative - and the ability to gather data from a range of stakeholders.
- Excellent policy awareness, strong analytical understanding of policy nuances and strategic solutions to policy problems.
- Excellent interpersonal skills, with the ability to communicate with a wide range of audiences.
- First class written and verbal communication skills, with the ability to translate complex information and ideas into engaging communications material and easily accessible briefing papers and presentations.
- Self-motivated and goal oriented, with the ability to work independently and with minimal supervision.
- Excellent computer skills with sound knowledge of Microsoft Office.
