Qualifications

MINIMUM FORMAL EDUCATION/TRAINING:

  • Undergraduate degree in a related discipline is required.
  • A masters degree would be preferred.

EXPERIENCE:

  • Minimum of 2 years directly related administrative experience required at a university, government department, private agency, or foundation.
  • Knowledge of current institutional and strategic research programs would be an asset.
  • A good knowledge of the Canadian and US health research funding opportunities and University policies and procedures would be an asset.
  • An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES:

  • Must possess excellent interpersonal, problem-solving and organizational skills with a demonstrated ability to work independently and accurately under pressure in a fast-paced environment while balancing competing deadlines, priorities and projects.
  • Requires rapid adaptation to complex situations and diplomatic management of expectations due to constant changes mandated by research funding agencies, a continuing backlog of priorities and uncontrollable interactions with other service units.
  • Ability to exercise independent judgement and action and demonstrate sound decision-making is required.
  • A high degree of tact, diplomacy, discretion and professionalism is required.
  • Proficient computer skills (Excel, presentation software & PDF files, Email, and Web browsers are essential) in addition to complex grants submission portals (national and international) are required.
  • Ability to understand and apply complex agency guidelines and policies to individual research projects is required.
  • Ability to synthesize information and prioritize work is necessary is required.
  • Ability to pay attention to detail and follow instructions precisely is required.
  • Excellent oral and written communication skills are required.

OTHER JOB RELATED QUALIFICATIONS:

  • Knowledge of University policies as well as federal and provincial policies governing the administration of grants at educational institutions.
  • The ability to present to researchers, a full range of possibilities available within granting programs that are mostly complex and to support the development of successful submissions at the extremes of a program description.

Key responsibilities

  • Uses specialized knowledge to review applications to health-related national and international granting agencies.
  • Refers to the subject matter expert, the Senior Research Grants Specialist (RGS), Health and International, for complex issues.
  • Assists in the research application process for a wide range of national and international granting programs in the health research discipline.
  • Provides advisory, administrative (pre- and post-award), and logistical assistance to researchers applying to these funding opportunities.
  • Reviews external research grant applications to provide constructive feedback to ensure compliance with agency and University policies and procedures.
  • Advises researchers on issues in relation to proposal finalization and coordination with other institutions as required.
  • Consults with the Senior, RGS, Health and International for complex issues.
  • Ensures the University indirect cost policy is adhered to through verification of correct calculations for indirect costs in proposal budgets.
  • Liaises with researchers and external parties to determine best course of action regarding the various calls for proposals and to implement these procedures on a university-wide basis.
  • Consults with the Senior RGS, Health and International, as required, for complex matters.
  • Participates in researcher workshops and research networks to promote funding opportunities.
  • Identifies contractual clauses, in research grant applications that require legal review prior to submission and liaises with the legal department to have these vetted as required.
  • Assists the Senior RGS, Health and International, to ensure all University-held grant submission portals for national and international accounts are active and meet continuously evolving requirements to ensure timely research grant submissions can take place.
  • Assists the Senior RGS, Health and International, in the creation and activation of researcher and ORS staff accounts for US government portals to enable grant application uploads and submissions as required.
  • Assists the Senior RGS (Health and International) in the final submission of research grant applications through online portals on behalf of University researchers when required.
  • Monitoring applications for errors until the granting agency confirms receipt.
  • Ensuring UM researchers complete the NIH Financial Conflict of Interest tutorial and obtaining up-to-date Certificates prior to submission of NIH grant applications.
  • In collaboration with the Senior RGS, Health and International, acts as a catalyst to engage University of Manitoba research leaders in related applications.
  • Liaises with other research institutions (universities and hospitals), attends meetings, for the facilitation and preparation of complex multi-institution grant applications.
  • Provides all necessary background information and required institutional documentation for the signature of the Vice-President (Research International) on complex multi-institutional grant applications.
  • Review (and correction as necessary), in consultation with researcher/dept head/dean, of the University Funding Application Approval Form (FAAF) and the final grant application documentation and arranges for uploading to the University grants management system.
  • Ensures the research community is kept informed of emerging funding opportunities, program changes, and deadline information and website (intranet) updates.
  • Disseminates information through the ORS newsletter and ensures the University’s external Research Funding Database (UMFOD) is current with both internal (ORS) and external agency deadlines.
  • Regularly reviews and updates information on the ORS intranet website relating to national and international health-related research funding programs.
  • Liaises with funding agencies and with UM Finance and other units, as required, during and after application submission, in the post-award administration of research grant funding.
  • Liaises with funding agencies, as required, regarding the University grant submission process and signature requirements and makes suggestions for inclusion in their program guidelines to ensure compliance with University procedures and policies at the time of submission of applications.
  • Interprets and implements University and sponsor policies, procedures and guidelines, and evaluates current procedures for improvements to internal policies and procedures to better facilitate the research application process for researchers.
  • Generates reports on competition participation by University researchers and funding results as well as other statistical information as directed/requested by the President's and Vice President (Research and International) offices.
  • Develops necessary information packages and tools to assist applicants in completion of their responsibilities as University researchers.
  • Provides pre-review of proposals upon request by researchers
  • Other duties as assigned.
