Job Profile Responsibilities Under the direction of the Equipment Specifications Coordinator, the Fleet Specifications Technologist is responsible for all aspects of the process of procurement of assigned mobile equipment including:
- defining technical specifications
- authoring of and coordination /administration of bid opportunities,
- assisting with replacement scheduling and forecasting, researching and reporting on procured items within the Fleet Management Agency, and monitoring daily work progress as it relates to vehicle and equipment builds and modifications to new and currently in-service equipment and vehicles.
The Fleet Specifications Technologist develops, collects, maintains, and reports data through various information systems within and outside the branch to perform and enable informed decisions based on Life Cycle Cost Management. In addition, this position will work with a variety of stakeholders from both internal and external organizations.
As The Fleet Specifications Technologist, You Will
- Develop specifications for Fleet Vehicle & Equipment Supply Contracts
- Contract administration and coordination
- Fleet Vehicle & Equipment acquisition, research and development
- Inspections
- Operational assistance/technical support/warranty support
Your Education And Qualifications Include
- Post-secondary diploma in Mechanical Engineering Technology and registered as a Certified Engineering Technologist (CET) with Certified Technicians and Technologists Association of Manitoba (CTTAM), or an equivalent combination of education and experience.
- Supply Chain Management Association of Canada (SCMA) accreditation considered an asset.
- Minimum of three (3) years experience in contract administration, preparing detailed equipment specifications and procuring mobile equipment for a large utility, municipality or similar government agency.
- Proficiency in the use of the applications within the Microsoft Office Suite: Microsoft Word (advance level), Excel (intermediate level), Outlook (intermediate), Adobe Acrobat (intermediate level), or another current database program (relational databases, querying, reporting and basic form design).
- Ability in the application of engineering principles and practices in equipment specification of both a standardized and progressive/innovative nature.
- Knowledge of material procurement, sourcing, bid evaluation, and execution of various types of purchase agreements.
- Ability in technical writing of goods procurement and contract processing.
- Knowledge of procurement practices as they relate to competitive bidding and public procurement standards.
- Ability to research, analyze, comprehend and synthesize complex technical findings and summarize key findings for reporting and the development of appropriate and adequate technical specifications.
- Working knowledge of research methods and the ability to use computer based analytical methods and forecasting models
- Strong interpersonal skills and the ability to develop and maintain positive working relationships with employees at all levels of the organization, and with external contacts (i.e. Vendors, Manufacturers and Consultants) in accordance with the Respectful Workplace Standard.
- Ability to refine and develop enhancements to replacement and procurement management.
- Ability to understand the technicalities including language of contractual agreements.
- Ability to interact in a team oriented environment and collaborate with technical resource staff to develop terms and specifications.
- Ability to multi-task, highly detailed orientation, organized, time management skills, prioritization, coordination, technical aptitude and business acumen.
- Problem-solving, negotiation, and conflict resolution skills.
- Ability to work well under stressful conditions under changing conditions.
- Ability to communicate clearly and concisely, both orally and in writing.
- Working knowledge of business transactions, contract law, legal systems, dispute resolution, and claims procedures is considered an asset.
- Ability to analyze equipment performance, vendor performance, facility capabilities, etc. and make appropriate recommendations.
- IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada.
