The City of Medicine Hat is seeking a Director of Information Technology / Chief Information Officer (CIO) to lead the City's technology strategy, drive modernization initiatives, and strengthen organizational resilience through secure, efficient, and people-focused digital solutions.

In this strategic leadership role, you'll oversee the City's enterprise IT environment, including infrastructure, cybersecurity, data governance, business applications, and service delivery. The Director of Information Technology (CIO) position is on-site in Medicine Hat, Alberta. Relocation assistance is available for the successful candidate. Your key responsibilities

  • Lead the strategic direction, planning, and delivery of IT services, ensuring alignment with corporate goals and community priorities.
  • Oversee the management of IT operations, including infrastructure, cybersecurity, network services, enterprise applications, and data management.
  • Drive modernization efforts across the organization, improving digital service delivery, system integration, and information management.
  • Develop and maintain the City's technology roadmap, ensuring innovation, scalability, and sustainability.
  • Partner with business units to identify technology needs and deliver practical, forward-thinking solutions that support efficient and effective service delivery.
  • Build and mentor a high-performing IT team, fostering a culture of collaboration, accountability, and continuous improvement.
  • Establish and manage budgets, contracts, and vendor relationships to ensure cost-effective operations and technology investments.
  • Ensure compliance with relevant legislation, policies, and industry best practices related to privacy, cybersecurity, and data governance.
  • Act as a trusted technology advisor to the organization's leadership team, providing insights to inform decision-making and long-term planning.

  • Deep understanding of enterprise architecture, cybersecurity, cloud solutions, data analytics, and digital service delivery within complex environments.
  • Proven success leading modernization initiatives, integrating new technologies, and guiding organizations through digital transformation.
  • Strong relationship-building skills and the ability to work effectively with senior leadership, external vendors, and cross-departmental teams.
  • Experience overseeing large-scale IT projects, budgets, and contracts while balancing strategic priorities with day-to-day operations.
  • A history of building and mentoring high-performing teams, fostering accountability, engagement, and a shared commitment to service excellence.
  • Skilled at presenting complex technology concepts to non-technical audiences, inspiring confidence, and supporting informed decision-making.
  • A customer-first mindset and genuine desire to leverage technology to enhance the way residents, employees, and partners experience City services.

Qualifications

  • Successful completion of a bachelor's degree in Information Technology, Computer Science or related field from a recognized post-secondary institution.
  • Minimum of ten (10) years of progressive experience in IT leadership, with five (5) years in a senior management or CIO-level role.
  • Business Administration training and experience is an asset.
  • Current ITIL certification is a significant asset.
  • Extensive experience in strategic planning, governance, and digital transformation within complex organizations.
  • Equivalent combinations of education and experience may be considered.
