Strategic Leadership & Operational Oversight
- Provide overall leadership and accountability for all civil construction operations across Onni projects, ensuring alignment with corporate objectives and development timelines.
- Develop and implement long-term strategies for civil infrastructure delivery, including resource planning, equipment management, subcontractor performance, and cost efficiency.
- Lead and mentor a multidisciplinary team of civil project managers, superintendents, foremen, and field staff to ensure consistent execution and professional growth.
- Establish and maintain standardized operating procedures, quality benchmarks, and reporting systems across all civil projects.
Design Management & Technical Coordination
- Oversee and resolve civil design and field-related issues in collaboration with consultants, municipal authorities, and Onni’s internal design and construction teams.
- Review and provide technical input on civil engineering drawings, grading plans, utility layouts, and servicing designs to ensure constructability, compliance, and cost-effectiveness.
- Manage Requests for Information (RFIs), design revisions, and change directives, ensuring timely resolutions that support continuous project progress.
- Coordinate consultant deficiency reports, tracking completion and ensuring corrective actions are implemented by responsible parties.
- Represent CapCivil in design coordination and municipal review meetings, ensuring project approvals and permitting requirements are met efficiently.
Planning, Scheduling & Resource Management
- Direct annual and project-specific peoplepower, machinery, and equipment utilization plans to optimize efficiency across multiple job sites.
- Approve and oversee detailed construction schedules, logistics plans, and sequencing for underground utilities, roadworks, stormwater systems, and grading operations.
- Monitor weather forecasts and site conditions, proactively adjusting schedules to minimize delays and mitigate risk.
- Ensure heavy equipment and machinery are maintained in peak operating conditions, balancing ownership and rental cost efficiencies.
Financial Management & Contract Administration
- Develop, review, and manage all civil budgets, forecasts, and cost controls for both in-house and subcontracted work.
- Oversee subcontractor and supplier tendering, bid evaluations, and award recommendations, ensuring accurate pricing takeoffs and compliance with CapCivil standards and MMCD specifications.
- Lead contract negotiations and approvals for all civil-related agreements, including scope definition, payment schedules, and change management.
- Manage Letters of Credit (LCs) for all civil works — verify posting values, ensure clear release conditions, and oversee project closeout to transition LCs to the maintenance period, driving timely reductions and final releases upon milestone completion.
- Review subcontractors draw requests to ensure accuracy, inclusion of deficiency holdbacks, and alignment with progress milestones.
Stakeholder & Consultant Engagement
- Act as the senior liaison between Onni Contracting, development teams, consultants, subcontractors, and city officials to ensure clear communication, effective coordination, and seamless project execution.
- Coordinate and communicate with city departments, AHJ (Authorities Having Jurisdiction), and major utilities to obtain necessary civil approvals and permits, working collectively with the development team to maintain compliance and project momentum.
- Lead regular coordination and progress meetings with design consultants, municipal inspectors, and Onni’s project teams to align schedules, resolve issues, and maintain accountability across all stakeholders.
- Provide strategic input to development and design teams during the preconstruction phase regarding site servicing strategies, civil approval requirements, cost implications, and constructability to support informed decision-making and efficient project delivery.
Safety, Quality & Compliance
- Champion Cap Civil’s culture of safety, ensuring all civil operations comply with WorkSafeBC, municipal regulations, and company health and safety policies.
- Ensure implementation of pre-work quality control checklists, testing requirements, and verification processes with civil and geotechnical consultants.
- Drive continuous improvement in environmental, safety, and quality performance across all sites.
Reporting & Performance Management
- Review and approve monthly progress and performance reports from each civil project, ensuring accurate tracking of schedule, cost, and productivity metrics.
- Present performance summaries and risk assessments to the Project Executive or Ownership
- Identify and implement operational improvements, new technologies, and construction methods that enhance safety, efficiency, and profitability.
- Ensure all project documentation — including cost reports, schedules, deficiency logs, and consultant correspondence — is complete, current, and properly archived.
What you'll bring :
- 10+ years of progressive experience in civil construction, with at least 5 years in a senior management capacity.
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field preferred(P.Eng., PMP, or equivalent designation preferred).
- Proven track record overseeing large-scale civil scopes for residential or mixed-use developments, including earthworks, utilities, and municipal servicing.
- Strong technical understanding of MMCD standards, geotechnical processes, and municipal permitting requirements.
- Excellent leadership, communication, and negotiation skills, with the ability to manage diverse internal teams and external stakeholders.
- Demonstrated success in budget management, cost control, and contract administration.
- Deep commitment to safety, quality, and continuous improvement.
