THE ROLE IN A NUTSHELL
Base Salary: $94,406-$142,069
Role Overview GreenShield is seeking a highly entrepreneurial, self‑directed Government & Public Policy Manager to help build and scale the organization’s government presence across Canada in support of its mission of Better Health for All. This is a senior, hands‑on role for someone who thrives in fast‑moving environments, takes ownership, and brings the judgment and drive needed to turn strategy into action.
The Manager plays a central role in advancing GreenShield’s public policy priorities, strengthening relationships with governments, and enabling government‑facing business objectives nationwide. The work is purpose‑driven and impact‑focused, contributing to outcomes that support improved access, better policy alignment, and long‑term value for Canadians.
Reporting to the Vice President, Government & Public Affairs, the Manager is responsible for designing and executing sophisticated advocacy and engagement strategies, advising senior leaders on evolving political and policy dynamics, and building strong, credible relationships with government stakeholders. This role operates with a high degree of autonomy and influence, helping shape how GreenShield engages and succeeds in the public sector.
With a primary focus on the federal government, Quebec, and Atlantic Canada, this role offers a unique opportunity to have visible impact, build credibility, and help define a growing function at a pivotal moment for the organization - where mission fuels passion and performance.
Key Responsibilities:

Build, manage, and maintain trusted relationships with elected officials, public servants, political staff, and sector influencers.

Represent GreenShield in government meetings, consultations, stakeholder forums, and public policy discussions.

Lead the development and execution of multiyear advocacy and government engagement strategies.‑year advocacy and government engagement strategies

Provide expert policy and political analysis to senior executives to inform strategic and operational decision‑making.

Support government‑facing business units by providing insights into government priorities, budget cycles, and procurement environments.

Enable partnership opportunities through strategic relationship building and tailored engagement approaches.

Lead internal briefings and prepare senior leaders for government meetings and policy engagement opportunities.

Collaborate closely with internal partners to assess policy and legislation, develop corporate positioning and build advocacy strategies.

Build and sustain relationships across the broader stakeholder ecosystem, including industry associations, advocacy coalitions, think tanks, and community organizations.
WHO WE'RE LOOKING FOR
- 7+ years of progressively senior experience in government relations, public affairs, public policy, or political environments, with increasing responsibility and autonomy. Industry and/or consulting experience is considered a strong asset.
- Bachelor’s degree in Public Policy, Public Administration, Political Science, Economics, Health Policy, Business, or a related field.
- Demonstrated ability to independently design and execute sophisticated advocacy and stakeholder engagement strategies - from concept through execution.
- A proven relationship builder with a strong track record of establishing credibility and trust with senior government officials and navigating complex political environments.
- Hands-on experience working with federal, Quebec, and/or Atlantic Canadian governments, with an understanding of jurisdictional dynamics and decisionmaking processes.
- Mandatory bilingualism (English and French), with the ability to engage confidently and credibly with Quebec government stakeholders.
- Excellent written and verbal communication skills, including experience preparing highquality materials for senior executives and external audiences.
- Sound judgment, strong political acuity, and comfort operating at pace in a fastmoving, multijurisdictional environment with competing priorities.
Nice to Have:
- Sectoral experience in health care or insurance.
- Experience supporting government sales teams or public‑sector partnerships.
- Background in health policy, benefits policy, or related social policy areas

WHO WE'RE LOOKING FOR
