About the role

Do you have a strong drive to promote safety through training in marine services? If so, bring your expertise training strategies to Marine Operations within the Ministry of Transportation. In this fast-paced and exciting role, you will develop strategies, plans and control mechanisms in support of the safe operation, marine regulatory compliance, environmental and security operations, emergency management plans and associated training for delivery of regional marine services.

Please note that the successful candidates can work out of one of the following office locations for these positions:

About the job

In this position, you will:

• Lead the development of ministry operational policies and procedures impacting on the marine services program

• Design, develop and implement a strategic systemic methodology and plan to identify, rank and control marine safety risks

• Lead the internal reporting and analysis of emergency management plans, hazards, incidents and risks.

• Develop and implement training programs, a new hire orientation program, processes, and ongoing activities to increase knowledge and awareness of the SMS

• Develop working relationships with Transport Canada staff, and counterparts with various national ferry associations regarding marine services operations

• Operational requirements, such as onboard duties as required to maintain services.

What you bring to the team

Mandatory requirements

• A valid Ontario Class 'G' driver's licence and the ability to travel independently between remote marine facilities not served by public transit as required

• A valid maritime license and marine medical appropriate for the MTO fleet.

Technical Knowledge:

• You have knowledge of the operation and maintenance of vehicle and passenger vessels with capacities of up to 400 passengers and 85 vehicles.

• You have knowledge of seaman ship principles and practices, Canada Shipping Act, applicable Transport Canada regulations, ministry's Standing Orders for ferry operations and related legislation (e.g., Transportation of Dangerous Goods Act, Occupational Health and Safety Act) to ensure the safe and lawful transportation of passengers and goods.

• You have the ability to obtain knowledge of OPS policies, practices, procedures, collective agreements, relevant legislation and guidelines associated with Human Resources Management, OPS management theories/practices.

• You have leadership skills to manage, guide and encourage staff to achieve performance outcomes and resolve challenging work problems.

• You have knowledge of administrative, procurement and financial procedures, human resource management principles and related policies and procedures.

Analytical and Problem-Solving Skills:

• You have proven skills to analyze and resolve technical, maintenance and policy issues and interpret and apply a range of provincial and federal policies, standards and regulations.

• You have demonstrated knowledge of risk management strategies, issues analysis and political acuity to identify, address and resolve program-related issues.

• You have experience prioritizing concurrent issues and recommending action to senior staff/management.

• You have experience applying methods, policies and procedures to meet financial/regulatory requirements, assessing operational and administrative needs, and monitoring performance.

• You have the proven ability to evaluate trends, standards, policies and protocols to identify requirements, develop options and make recommendations.

• You have experience evaluating emergency management/response plans and making recommendations for emergency management and business continuity planning.

Organizational and Project Management Skills:

• You are able to coordinate activities across multiple locations within eastern Ontario with a number of diverse partners, including participating in projects to improve program safety, regulatory compliance and operational effectiveness.

• You have experience coordinating a safety management system, emergency management, regulatory compliance and training programs.

• You have demonstrated skills designing, coordinating and/or delivering SMS and emergency management exercises, training materials and procedures.

• You can use office-specific software applications to manage the safety management system, create emergency management plans, monitory regulatory compliance, track and delivery training, prepare reports and manage program data.

Interpersonal and Consultation Skills:

• You have experience maintaining relationships and coordinating activities with marine services staff and a range of public/stakeholders and providing technical advice on emerging and sensitive operational issues and trends.

• You have experience leading consultations with clients, partners and stakeholders with opposing views and providing advice on safety management systems, emergency management, training and operational response issues.

• You have demonstrated skills to obtain buy-in from clients, partners and stakeholders to accept alternate strategies.

• You have experience providing training and explanations on complex risk and prevention activities.
