Job Description: *This is for One (1) Position that is up to 18-Month Fixed Term*
PURPOSE OF POSITION To develop, implement, and oversee the governance framework for the FSRA Forward strategy and governance related to IM/IT digital and business transformation projects through research, strategy development, analysis and reporting ensuring effective governance implementation utilizing data for evidence-based decision-making and fostering a culture of accountability and transparency.
To implement measurements and mechanisms to ensure reliable program accountability and help drive critical business decisions by gathering and analyzing metrics/data and designing dashboards for executive leadership/Board that reflect high-impact insights and current/emerging trends.
Key Responsibilities Strategic Reporting & Visualization
- Supports the development and execution of strategic initiatives, in collaboration with internal leadership and external stakeholders; participates in confidential change management initiatives of varying scope and type analyzing data and strategic information providing governance insights and recommendations in a fast-paced project and transformation environment.
- Develops reporting frameworks and prepare materials that drives alignment, transparency, and accountability.
- Monitors and evaluates the achievement of strategic objectives and impact realization.
- Develops and implements scalable reporting frameworks aligned with project KPIs and business goals
- Collaborates with cross-functional teams to define reporting requirements and success metrics ensuring compliance with data governance and security protocols.
- Performs deep-dive analyses to uncover trends, risks, and opportunities.
- Prepares executive level advisory services and communication materials to support decision-making at the leadership level (e.g., briefing materials and confidential reports) for strategic planning purposes.
Data Analysis & Insight Generation
- Build scalable reporting data governance frameworks, aligned with project KPIs and business goals that increase organizational efficiency, optimize data analytics practices, and comply with regulatory standards.
- Perform deep-dive analyses to uncover trends, risks, and opportunities.
- Translate complex and raw data into clear, concise, and impactful executive-level dashboards and presentations.
- Develop and maintain dashboards to track KPIs, milestones, and financials across major initiatives (e.g., MCBS/FF modernization).
- Analyze raw data from multiple sources to identify trends, risks, and opportunities for strategic improvement.
- Serve as the primary point of contact for reporting needs across senior leadership, PMOs, and operational teams.
- Present findings and recommendations to C-level executives and steering committees
- Translate program metrics, operational data, and performance trends into meaningful narratives for decision-makers.
- Champion data governance, quality, and ethical use of analytics.
Governance and Compliance:
- Develops and implements governance policies, standards, and frameworks.
- Monitors and reports on data quality and compliance with data governance policies.
- Provides guidance and support on governance matters to various stakeholders.
Strategic Communication Support
- Provides support on confidential projects with people impacts and high-level correspondence, including matters related to executive leadership and governance.
- Maintains comprehensive documentation of data sources, methodologies, and reporting standards.
- Ensures compliance with data governance and security protocols.
- Supports and participates in governance forums by producing briefing decks, visualizations, and communication summaries that highlight progress and areas of concern.
- Collaborates with project managers, business leads, and finance to align reporting outputs with program priorities and stakeholder expectations.
Team Leadership and Development:
- Fosters a culture of accountability, transparency, and continuous improvement.
- Manages resources (human, financial, etc.) within set parameters.
- Provides direction, coaching/mentoring, with guidance and support to staff and project teams within technical area of accountability
Process & Tool Optimization
- Recommends improvements to reporting processes and tools to enhance data quality, speed, and usability (i.e. Power BI, Tableau, SQL, Excel, Python) to automate and optimize reporting processes
- Develops and enhances governance tools and best practices.
- Collaborates with various key stakeholders to validate data, identify data gaps, troubleshoot issues and improve data collecting and analysis tools.
- Ensures data integrity and consistency across all reporting platforms
- Maintains reporting standards and documentation protocols across SharePoint, Teams, and other collaboration platforms.
Qualifications Education
- Postsecondary education diploma or certificate – or a combination of education, training and experience deemed equivalent.
Experience
- 7-10 years of progressive experience in a reporting, business intelligence, or analytical role, ideally in a public sector or program environment; minimum 2 years’ experience leading teams or projects.
- Experience directly engaging with executive leadership and providing board reporting materials and briefings.
- Experience with both hands-on operational work and strategic advisory responsibilities, ideally with exposure to board-level communications and decision-making.
Knowledge & Skills
- Knowledge of the theory, principles and methodologies of finance and/or business administration.
- Background in strategic planning, performance measurement, or government reporting frameworks.
- Knowledge of research and quantitative and qualitative analysis techniques to translate complex and raw data into clear, actionable insights.
- Knowledge of analytical techniques to review, synthesize and conduct in-depth analysis of complex materials.
- Sound business acumen to understand the business context of the data and translate complex insights into compelling narratives that drive strategic decisions,
- Strong analytical mindset and problem-solving skills, with advanced knowledge of Excel, Power BI (or similar), and data visualization best practices to interpret data and identify trends.
- Proven ability to develop reporting frameworks monitoring KPIs, and preparing materials that drives alignment, transparency, and accountability; to develop and track KPIs, in program / project environments.
- Proven ability to communicate effectively with executives for the development and delivery of meaningful reporting requirements, synthesize complex information, and communicate insights with clarity and impact.
- Proven people leadership to translate and communicate FSRA’s strategic direction and lead direct reports and project teams to achieve goals.
- Political acuity to recognize and respond in a timely manner to issues which may have an impact on the goals of the FSRA Forward initiative.
- Relationship management skills to provide technical consulting advice and guidance to internal and external stakeholders.
- Excellent written and verbal communication skills with a strategic mindset to present findings clearly and concisely to both technical and non-technical audiences.
- Strong attention to detail to ensure accuracy in data analysis and reporting.
- Ability to manage competing priorities, work independently, and deliver under tight deadlines.
- Comfortable navigating ambiguity and proactively identifying areas where reporting can add value. Maintain comprehensive documentation of data sources, methodologies, and reporting standards.
Preferred
- Experience creating executive dashboards and KPI frameworks for public sector or regulatory programs.
- Proficiency with Power BI, Tableau, or similar analytics platforms.
- Knowledge of FSRA or other financial services regulatory bodies and reporting standards.
- Experience with external stakeholders such as System Integrator(s
