Halifax Regional Municipality is inviting applications for the permanent, full time position of Team Lead, Business Applications in Information Technology.

Reporting to the Manager, Business Solutions and Testing, the Team Lead, Business Applications is responsible to provide leadership and technical mentorship to a team of Application Administrators. The Team Lead, Application Management is responsible for the management of applications and their lifecycle including operational support and maintenance, and documentation to the satisfaction of our customers. The Team Lead, Application Management oversees day-to-day operations including workload management, prioritization of work, monitoring operational support, and service improvement.

QUALIFICATIONS
Education and Experience:

  • Post-secondary degree in Computer Science or related field.
  • A minimum of five years of relevant experience with Application Lifecycle Management, Application Support and/or Software Development Lifecycle.
  • A minimum of three years leadership experience in managing and/or developing a team (demonstrated leadership role).
  • ITIL Foundations certification or greater preferred.
  • Experience in Customer Relationship Management is preferred.
  • Experience working in a public sector environment is preferred.

Technical / Job Specific Knowledge and Abilities:

  • Team leadership and development skills, to plan, control, manage and ensure efficient and effective operations.
  • Thorough knowledge of applications management, service management, service delivery techniques and standards (ITIL); client management techniques, subject matter expertise and advice; assess effectiveness of policies and procedures; participate in developing performance assessment criteria and recommending improvements.
  • Thorough knowledge of concepts, principles, technologies, standards and best practices in application management.
  • Thorough knowledge of information technology and technology plans across HRM; business environments and needs; appreciate the implications for clients and impact of decisions.
  • Effective communication, relationship management, and negotiating skills, to plan, control and lead effective operations with respect to competing demands and service values; prepare and present influential plans and reports; and be an effective representative.
  • Project and work planning, organizing, management and reporting, to plan, execute, co ordinate and lead daily operations.
  • Knowledge of infrastructure, operating systems, hardware, software, architecture, software development lifecycle, design and development methods and tools, standards, change management, SLA/OLAs, security, etc., to assess and advise on needs, risks and options for different tools in the context of business and technology demands, resources and priorities; and provide input to planning and problem-solving.
  • Knowledge and experience in middleware, including APIs and interfaces.
  • Extensive experience in the use of development tools, case tools, information retrieval packages, and other software packages such as project management software and business engineering software.
  • Knowledge of Quality assurance techniques, tools, and practices, to ensure the development, implementation and maintenance of effective tools, solutions, and appropriate performance metrics
  • Project management techniques and methodologies to plan concurrent projects with HRM-wide impacts.
  • Problem solving techniques and tools, to provide technical expertise, guidance, and training.
  • Knowledge of business and technology needs, and HRM/IT strategies, directions, and priorities, to analyze, assess and devise appropriate tools and technology.

WORK STATUS: Permanent, full time

HOURS OF WORK: Monday to Friday, 8:30am to 4:30pm; 35 hours per week

SALARY: NU 07 salary scale; $72,600-$94,300. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
