The Opportunity

As theDirector of Health Operations, you will serve as a senior leader within the Health Services team, reporting to the Executive Director of Health Services. You will provide strategic and operational leadership to ensure the delivery of high-quality health, mental health, and addictions services across provincial correctional facilities. In this system‑wide leadership role, you will oversee staff across medical units in all provincial adult and youth correctional facilities, ensuring consistent, high‑quality care delivery across the province. This role offers a unique opportunity to drive innovation, foster a culture of engagement and continuous improvement, and make a meaningful impact on client care and system-wide health service operations.

Key Responsibilities:

  • Provide operational and strategic leadership to multidisciplinary health teams across correctional facilities, fostering collaboration, accountability, and continuous improvement.
  • Oversee the delivery of health services, ensuring alignment with provincial standards, legislation, and clinical best practices.
  • Co-lead provincial health service contracts, including procurement, negotiation, dispute resolution, and oversight of financial and service deliverables for contracted medical and mental health providers.
  • Collaborate with correctional leadership to integrate health services into facility operations, addressing operational challenges, while balancing clinical and security needs within a complex environment
  • Promote culturally safe, trauma-informed care tailored to the needs of incarcerated populations.
  • Use data and performance metrics to monitor health outcomes, identify service gaps, and drive quality improvement.
  • Lead recruitment, retention, and professional development strategies for health staff.
  • Build strong relationships with high‑stakes internal and external partners, including SGEU, health system partners and community and advocacy organizations, to align service delivery and resolve complex operational, clinical, and labour‑related issues.

The Ideal Candidate

As our ideal candidate, you will be able to demonstrate the following knowledge and experience requirements**:**

  • Significant leadership experience managing health care teams, budgets, and contracts in institutional or government settings.
  • Proven ability to foster a positive, inclusive, and high-performing organizational culture.
  • Expertise in implementing evidence-informed practices and leading service innovation.
  • Strong understanding of public health, health care legislation, and correctional system operations.
  • Demonstrated success in stakeholder engagement and cross-sector collaboration.
  • Excellent communication skills, with the ability to convey complex information clearly.
  • Experience leading organizational change and navigating system-level transformations.

Typically, theknowledge, skills and experiencerequired to be successful in this position would have been obtained through:

  • Completion of an undergraduate degree in a health care profession with a clinical background. Post-graduate education in health administration or leadership is considered an asset.
  • Progressive leadership experience in correctional, public sector, and/or health systems.
  • Professional licensure in a regulated health profession is beneficial.
  • Experience working in a unionized environment would be considered an asset.
