The Intergovernmental Programs and Strategy (IPS) Branch of the Ministry of SaskBuilds and Procurement is responsible for ensuring that infrastructure investments are future-focused, strategic and aligned with provincial priorities. IPS is seeking a highly motivated, results orientated individual to fill the position of Director, Intergovernmental Programs and Strategy.

This important role is primarily responsible for working collaboratively with other Ministries to negotiate and advocate for Saskatchewan’s interest and priorities with the Federal Government. This role also leads a team to provide analysis and advice to decision makers on infrastructure program and budget decisions to ensure federal funding is leveraged in the development of the Saskatchewan Capital Plan.

Reporting to the Executive Director, this position is primarily responsible for:

  • Developing and maintaining collaborative relationships with Ministry partners to coordinate negotiations with the federal government on bi-lateral infrastructure agreements;
  • Providing strategic policy advice to Ministries, senior leaders and elected officials regarding federal funding opportunities and project advancement;
  • Advancing significant decisions through Government decision-making processes;
  • Leading the oversight and delivery of the province’s responsibilities under federal infrastructure agreements, including due diligence on provincial capital projects and ensuring provincial reporting requirements are being met;
  • Overseeing the collection of data and reporting on the status of provincial infrastructure projects through the various stages of project delivery; and
  • Providing leadership on developing strategic infrastructure strategies for the province and fostering a culture of innovation and excellence within SaskBuilds and Procurement and amongst its partnering ministries and agencies.

The successful candidate will be an innovative leader who is able to:

  • Demonstrate extensive problem-solving skills in order to identify issues, evaluate the environment, undertake analysis, and develop and communicate recommendations to lead and support complex infrastructure business cases;
  • Negotiate effectively with a wide range of stakeholders to achieve a win/win solution that is in the best interest of the province;
  • Think strategically across various sectors to support the development of infrastructure strategies and manage competing interests from a wide range of stakeholders;
  • Lead an innovative team and foster a culture of excellence that will work collaboratively with other ministries and agencies to achieve common solutions;
  • Take initiative and drive matters forward without a clear roadmap;
  • Manage and establish priorities among competing interests; and
  • Work with ministry and agency partners using a “One Team” approach.

Typically, the knowledge and experience required to achieve the above is obtained through several years' experience collaborating with partners and stakeholders, with a focus on federal-provincial relations, as well as a Bachelor’s Degree or higher education with a focus on research and analysis.
