The manager, facilities and transportation, provides direction and operational leadership to an experienced, diverse and committed building operations and transportation team at Holland Bloorview Kids Rehabilitation Hospital. They will lead by example, be committed to excellence and have proven experience in managing a diverse and skilled team. Reporting to the director, facilities management, the position holder will be customer-focussed with a commitment to delivering safe and high-quality facility services to the Holland Bloorview community. They will be an exceptional communicator and will collaborate directly with front-line staff, hospital partners and the leadership team on facility management issues and opportunities.
The manager will play a key role in capital planning, construction project management and maintaining the mechanical equipment and systems at Holland Bloorview. The manager will work with the facilities and transportation team, trades, and external contractors to support the day-to-day building operations at Holland Bloorview and its three offsite locations (two nursery schools and the Centralized Equipment Pool). The manager will use the Johnson Controls Building Automation Systems (BAS) as well as the Megamation workorder system to oversee the maintenance and preventative maintenance work orders.
The manager will assist the director to oversee renovations and capital projects. The manager will work with other vendors and trades for repairs, maintenance and construction. The manager will play a key role in managing emergency situations, particularly as they relate to facilities.
Key RESPONSIBILITIES
Strategic and Operational Leadership
- Continuously keeps department director informed of daily events, project work status, internal and interdepartmental issues.
- Directly manages team of building operators who are responsible for day-to-day maintenance and repairs across the hospital. Includes performance reviews, work load management and team building.
- Reports on the daily safety brief, a daily (M-F) organizational safety status call.
- Communicates frequently and effectively with various department and program representatives regarding facilities management issues.
- Ensures customer service orientation while promoting safe, effective, sustainable practices across Holland Bloorview; sets a positive, collaborative tone in managing a variety of operational priorities.
- Assigns and supervises all work orders and ensures successful completion and quality of work.
- Ensures timely completion of all scheduled and unscheduled work orders and preventative maintenance.
- Always demonstrates to staff a thorough understanding of required maintenance procedures; safe handling of all tools/equipment/chemicals; safe operation of all HVAC Systems and WHMIS.
- Coordinates/directs contractors and other resources to achieve project and operational deliverables and deadlines.
- Leads with an environmental sustainability lens applied in all decision making.
- Assist with strategic planning and execution of capital projects
- Ensures adherence to all hospital procurement policies
- Actively promotes on-going training, promotes and facilitates opportunities for professional growth/ development of staff, students and volunteers and assists staff in attaining their career goals.
- Tracks key performance indicators and creates reports on team operations using tools such as Megamation
Facility and Transportation Management
- Provide first-level response to unexpected occurrences/emergencies and take appropriate action. This includes medical gas piping systems (medical air, oxygen, vacuum, etc.), emergency power, heating/cooling/ventilation for facility, water distribution, fire protection systems, biomedical devices, pest control, transportation, and grounds.
- Responsible for all building shutdowns, including but not limited to chillers, generators, HVAC, electrical system repairs, fire protection.
- Maintain physical property to ensure AODA (Accessibility for Ontarians with Disabilities Act) compliance, including space planning, renovations, and minor repair projects.
- Maintain current work order systems to ensure all demand work is completed in a timely and efficient manner to the satisfaction of our clients, staff, and families.
- Maintain pool operator’s certification; ensure pool maintenance meets/exceeds Toronto Public Health standards; ensure equipment and water chemistry is maintained 24/7.
- Ensure life safety systems are maintained, tested, inspected, and remain current with various standards such as CSA, TSSA, and building code.
- Maintain accuracy of fire safety plan including system testing and drills
- Maintains accurate records for WHMIS; staff training; payroll/vacation
- Purchases necessary supplies, liaise with vendors and contractors, ensures best pricing and quality of products and services.
- Appropriately monitors all purchase orders and Visa card purchases from staff with cards.
- Liaises with Ministry of Transportation, keeping up to date with all safety standards
- Vehicle maintenance and assessment ensuring all records and documentation are kept
- Supports facility management role in inclusion, diversity, equity, accessibility and anti-racism activities such as smudging, flag raisings and acknowledging cultural days of significance.
Team Management
- Leads by example and guides the facility and transportation management team. This includes:
- Coaching, mentoring, evaluating and supporting employee growth.
- Providing day-to-day direction and assignment of work orders
- Collaborating with people and culture team as needed to ensure up-to-date employee records
- Overseeing allocation of staff assignments, monitor workload requirements and service delivery quality.
- Creating opportunities to enhance staff engagement (off-site activities, encouraging/facilitating participation in hospital social events)
- Exercises judgment on personnel decisions including:
- Monitoring staff performance
- Formulation of staff professional development plans
- Support performance management conversations and actions
- Recruitment of new building operators as needed
- Approves team vacation and scheduling in alignment with departmental priorities
Planning and Administration
- Oversees operational activities, preventative maintenance and asset preservation while incorporating environmental sustainability concepts and promoting industry best practices. Includes:
- Assisting with capital purchasing and maintenance plans
- Managing utility use for maximum efficiency and minimizing carbon emissions.
- Prepare reports, correspondence and memos for internal department communication, hospital personnel and various committees on facility management issues.
- Participate in meetings and committees (e.g., Joint health and safety committee, environmental sustainability task force) as needed and requested by the director or vice president
- Manage relationships across the hospital
- Network with other hospitals/sites and organizations as needed
- Review and update facilities-related policies and procedures to comply or exceed industry standards.
- Support financial management of departmental budgets including expense management, planning and variance reporting
QUALIFICATIONS
- Minimum 5 years experience in facilities management
- Minimum 3 years supervisory experience in a facilities setting
- Minimum 3 years experience with HVAC operations
- Proven practical knowledge of Johnson Controls building automation system
- Proven experience in pool maintenance operations
- Proven ability to lead diverse teams, plan and execute facility-related work plans and demonstrated commitment to excellence and follow-through.
Licence/Membership/Certification/skills
- Minimum college level diploma in Facilities Management or equivalent
- Designation of FMA or FMP or equivalent technical program
- Certified pool operator certificate is considered a strong asset
- Proven experience in a construction-related field
- Ability to read and understand blueprints, technical drawings (mechanical, electrical, HVAC and automation systems).
- Ability to operate all equipment, tools, and devices necessary to perform effective Facilities operations and management duties.
Communication/Language
- Excellent interpersonal and communication (oral, written) skills with proven customer-service orientation.
- Strong interpersonal skills with ability to establish and maintain collaborative relationships
- Ability to read and write English and understand written and verbal instructions.
