Salary: $78,340.67 - $105,227.49 annually, W.A.P.S.O. Grade 4

Job Profile Under the general direction of the Assistant Controller - Revenue, the Supervisor of Financial Services is responsible for the supervision and training of staff, the development and maintenance of accounting procedures and internal controls, and the review and detailed analysis of information relating to the billing and revenue functions for the Department. The Supervisor of Financial Services will bring strong analytical and activity-based costing skills to the Division and be familiar with the best practices in billing systems, revenue recognition and collection policies for Utilities. This position is responsible for ensuring that all the administrative duties of the Customer Accounts branch are operating at a level that ensures high standards of data integrity and customer service are maintained.

As The Supervisor Of Financial Services,you Will

  • Conduct financial analytical reviews and activity-based costing analysis to support business decisions in the Customer Accounts Branch.
  • Lead the cost of service analyses for the Branch and make recommendations on appropriate changes to the external fee structure.
  • Assist in various process reviews in the areas of meter exchanges, meter reading, and turn off/on notices.
  • Manage branch staff to ensure that bill payments are recorded in an accurate and efficient manner and to ensure that appropriate collection actions are taken.
  • Ensure that appropriate internal controls are in place and operating effectively.
  • Implement best practices in the billing, revenue accounting and collection functions.
  • Direct preparation and review of financial reporting including analytical reviews of billing, consumption and rates.
  • Ensure Branch accounting procedures are in accordance with Canadian GAAP and City standards.
  • Participate in year-end processes and the development of business plans.
  • Act for the Assistant Controller in his or her absence.
  • Ensure compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.
  • Perform other related duties, as required.

Your Education And Qualifications Include

  • Professional Accounting Designation in good standing (CPA) is required.
  • Bachelor’s Degree in Commerce, or a related field with a major in finance/accounting would be preferred.
  • A minimum 4 years of experience in a field directly related to the duties of the position.
  • Experience in supervising staff.
  • Demonstrated ability to analyze and interpret complex financial data.
  • Proficient in spreadsheet, word processing, database and other financial applications.
  • Demonstrated ability to communicate effectively to a variety of people both verbally and in writing.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, other City departments, and the public, in accordance with the Respectful Workplace Standard.
  • Knowledge and skill in the training, evaluation and supervision of staff.
  • Strong project management and organizational skills.
  • Demonstrated knowledge of best practices in financial management, major financial systems and internal controls.
  • Demonstrated ability to plan, organize and prioritize workload and to meet deadlines.

Position Reports To: Assistant Controller

  • Applicants may be required to undergo testing to determine their knowledge, abilities, and skills as they relate to the qualifications of the position.
  • The successful applicant may be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
  • The successful applicant will be required to provide a Notice of Driver’s Licence In Force document upon request.
  • Knowledge of relevant sections of City of Winnipeg Act and City By-laws or the ability to acquire knowledge within six months of the appointment.
  • Proficiency in the City of Winnipeg financial reporting system within 6 months of the appointment.
  • Must have, or be able to acquire in a reasonable period of time, a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position’s area of work.
