Halifax Regional Municipality is inviting applications for the temporary, full-time position of Customer Account Analyst in the Revenue division of Finance & Asset Management.

Under the direction of the Tax Resource Supervisor and Manager of Revenue Operations, the Customer Account Analyst administers billings of approximately 7000 False Alarm bills annually. This position works closely with external stakeholders such as Police and Fire and is responsible for the billing, management, monitoring, analyzing, and reconciliation of all False Alarm Contracts.

Duties and Responsibilities:

  • Works with various data feeds accurately and consistently, to maintain standards and to ensure accurate and timely billing.
  • Manage, review and process False Alarm tickets in accordance with the HRM By-law B-400.
  • Validate customer addresses, ownership, and location of alarm.
  • Responsible for the intake, account logging and investigation of returned mail (thousands of pieces of mail returned annually). This requires using online internet searches and other methods of inquiry to locate updated contact information.
  • Performs office duties such as scanning and filing of False Alarm Tickets and Appeals and orders Alarm Ticket books when requested by internal departments.
  • Respond to customer inquiries (approximately 700 annually), via email and phone.
  • Reconcile customer accounts based on inquiries and/or balancing problems.
  • Provide effective written and oral communication to customers.
  • Maintain customer database completeness and accuracy by updating customer information as directed by customer or obtained through internal sources.
  • Other administrative duties as assigned by Tax Resource Supervisor.
  • May perform other related duties as assigned.

QUALIFICATIONS:
Education & Experience:

  • Grade 12 education
  • Diploma in Business, Public Administration or related field
  • Three to five years' experience in Accounting, Accounts Receivable and Collections
  • An equivalent combination of other formal education and experience may be considered.

Technical / Job Specific Knowledge and Abilities:

  • Excellent customer service skills
  • Thorough knowledge of billing, collection and accounting procedures
  • Excellent oral and written communication skills.
  • Demonstrate aptitude to work with data accurately and consistently, to maintain standards and to understand the purpose for which the data is to be used.
  • Experience in implementing policies and procedures.
  • Proficient in Windows based environment.
  • Thorough knowledge of spreadsheet, database, word processing and email applications.
  • Proficient with the use of a financial management software tool.
  • Proficiency in multi-tasking environment.
  • Able to perform Internet Research - Canada 411, Property Online, Credit Checks, Registry of Joint Stocks, etc.
  • Knowledge of all HRM By-laws, Administrative Orders and Ordinances with Revenue Implications.
  • Sound Knowledge and understanding of the application of HST law.
  • Sound Knowledge of the Municipal Government Act.
  • Familiar with FOIPOP - Freedom of Information and Protection of Privacy Act.
  • Sound Knowledge of GAAP - Generally Accepted Accounting Principles
  • Understanding of the Canada Customs Revenue Agency Income Tax Act - Charitable Donations section an asset.
  • Familiar with the Assessment Act.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: Temporary, full-time (up to 18 months)

HOURS OF WORK: Monday to Friday, 8:30am-4:30pm; 35 hours per week

SALARY: $26.47 per hour; Level 3 as per NSGEU 222 Collective Agreement

WORK LOCATION: 5th Floor Alderney Gate, Dartmouth, NS
