What can you expect from this position?

Reporting to the Associate Director, Air Service and Cargo Development, the Manager, Air Service Development plays a key role in shaping and expanding Toronto Pearson’s passenger air service network. With a focus on market development and strategic growth, this position supports initiatives that drive new aeronautical activity and strengthen relationships across the aviation ecosystem. The incumbent is responsible for identifying and pursuing high-potential air service markets, cultivating partnerships with incumbent and prospective airlines, and contributing to the execution of data-driven strategies that align with the broader objectives of the Air Service Development team.

As Manager, Air Service Development, you will:

  • Lead the identification, evaluation, and execution of strategic air service opportunities to drive growth and align with Toronto Pearson’s Air Service Development Strategy and LIFT initiatives.
  • Advocate for infrastructure, policy, and operational changes that unlock new air service opportunities and support long-term market expansion.
  • Build and present compelling value propositions to airlines, positioning Toronto Pearson as a strategically aligned partner for network growth.
  • Maintain strong relationships with incumbent and prospective carriers, serving as a trusted advisor and advocate for their growth at Toronto Pearson.
  • Represent Toronto Pearson in air service negotiations, partnerships, and industry forums, enhancing the airport’s brand within the airline community.
  • Conduct market, competitive, and demand analyses to support strategic decision-making, route performance evaluations, and air service proposals.
  • Prepare executive-level briefings, reports, and presentations on air service opportunities, trends, and strategic initiatives for internal and external stakeholders.
  • Track industry trends, regulatory changes, and emerging markets to provide actionable insights that inform air service strategies.
  • Collaborate with tourism organizations, government bodies, and internal teams to implement initiatives that increase passenger and cargo volumes.
  • Lead the internal communication of air service developments and investment initiatives, ensuring cross-functional alignment and operational readiness.
  • Provide leadership, coaching, and guidance to team members, fostering innovation, collaboration, and a positive work environment.
  • Drive accountability and performance tracking by monitoring progress against air service development goals and ensuring timely execution of initiatives.

This is the role for you, if you have:

  • At least 5 years of relevant experience in air service development, route planning, or airline network planning within the aviation industry.
  • A partnership-focused mindset with the ability to build and leverage relationships for mutual benefit
  • A creative appetite and the ability to plan and execute market awareness programs
  • Strong communication skills and a strategic, analytical approach to problem-solving
  • Proficiency in MS Office and experience with data management, market research, and reporting
  • Proven people management skills with the ability to coach, guide, and inspire a team
  • Post-Secondary degree in Aviation, Business Administration, or related field or an equivalent combination of education and experience
  • Ability to obtain and retain Transportation Security Clearance at the designated level for the position
