POSITION: Manager of Finance
LOCATION: Catholic Education Centre, Business Services. 650 Rossland Road West, Oshawa ON, L1J 7C4
HOURS OF WORK: Monday to Friday, 8:15 a.m. to 4:30 p.m.
SALARY: Management/Administrative M1 ($120,329 - $139,294)
START DATE: To be determined

The Durham Catholic District School Board is located just east of Toronto and is renowned for providing comprehensive Catholic education to over 25,000 students in 38 elementary schools, 7 secondary schools, and 7 continuing and alternative education centers throughout Durham Region.
POSITION SUMMARY
Reporting to the Chief Financial Officer, the Manager of Finance plays a pivotal role in guiding the budget development and financial reporting processes for the Durham Catholic District School Board. This position is accountable for managing the Board’s daily accounting operations with a focus on delivering consistency, accuracy, efficiency, and operational excellence. Additionally, the Manager oversees financial reporting activities, which include detailed analysis, ongoing monitoring, submission of reports, and ensuring compliance with both Board policies and Ministry of Education requirements.
DUTIES****AND RESPONSIBILITIES
- Coordinate the preparation and submission of the Board’s annual estimates, revised estimates, and the audited financial statements, ensuring compliance with public sector accounting standards and regulatory requirements.
- Collaborate with internal and external auditors to support audit processes, ensure timely access to required documentation, address inquiries, and facilitate compliance with regulatory and organizational standards.
- Attend and provide support at Audit and Finance Committee meetings as required.
- Coordinate the preparation and submission of the Board’s annual March Reporting Requirements for Ministry Consolidation purposes.
- Guide the implementation and maintenance of financial systems and internal controls to safeguard assets and ensure data integrity.
- Maintain and oversee the integrity of the General Ledger (GL) framework within the financial system, ensuring alignment with Ministry of Education account coding standards and regulatory requirements.
- Manage core financial operations of the Board—such as Accounts Payable, Accounts Receivable, Banking Activities, and School Generated Funds—while providing daily oversight, leadership, and support to a Finance Department team.
- Oversee monthly monitoring of budgets and reporting to the Ministry of Education.
- Prepare ad hoc reports as required.
- Collaborate with various department personnel and school administrators to support financial planning, reporting, and cost reduction initiatives.
- Provide input in the development of policies and procedures as required.
- Perform special projects as required, other duties and responsibilities as assigned.
QUALIFICATIONS AND EXPERIENCE
- Degree or post-secondary education in Business, Accounting, Commerce, Economics, or a related field.
- Completion of CPA Designation is required.
- Five (5) years of progressive experience in financial management positions, preferably in the public sector.
KNOWLEDGE AND SKILLS
- Demonstrated effective supervision and leadership skills.
- High degree of initiative, independent thought, sound judgement, decision-making skills, and problem-solving experience.
- High proficiency with computerized financial systems and reporting, and analysis tools such as Microsoft Excel.
- Exemplary interpersonal, communication, and organizational skills.
- Ability to deal with competing priorities, multiple demands, and constant deadlines.
- Strong attention to detail, excellent customer service delivery while maintaining a high level of confidentiality.
- Criminal Background Check with Vulnerable Sector suitable to the Board is a condition of employment.
