Senior Business Analyst, Conformance
Contract (12 months), Hybrid
The Senior Business Analyst, Conformance plays a key role in OMD’s Certification Program, ensuring that point of service systems (e.g., EMRs, HIS, Virtual Visit solutions) conform to established standards/specifications and that the vendor products and services maintain its compliance over time.
This role is responsible for validating that products meet the requirements outlined in point of services systems standards/specifications, including integration with provincial assets such as HRM, OLIS, and DHDR. The Senior Business Analyst also supports ongoing compliance with provincial programs such as EMR certification.
Working closely with the EMR Specifications, EMR Vendor Management, and Product Management teams, this role contributes to the integrity, consistency, and continuous improvement of OMD’s EMR certification and conformance process.
Reporting to the Manager, Conformance Services, the Senior Business Analyst, Conformance will: Lead and support conformance activities to ensure products align with applicable standards and specification requirements Execute conformance activities across all stages of the certification process Develop and maintain conformance scenarios, data sets, and configurations aligned with point of service system specifications Document conformance results, observations, and recommendations accurately and thoroughly Provide certification recommendations based on conformance outcomes Support planning, analysis, and conformance related to point of service (e.g. EMR) integrations such as Health Report Manager (HRM), Ontario Laboratory Information System (OLIS), and other Ontario Health initiatives Serve as a primary point of contact for vendors throughout the conformance process Communicate requirements, timelines, risks, and outcomes clearly and effectively to internal and external stakeholders Support ongoing vendor compliance through periodic compliance and attestation reviews Collaborate with Vendor Certification Management to ensure continued adherence to certification obligations Plan, schedule, and coordinate conformance activities with internal teams and external partners Facilitate integration testing with third-party vendors and provincial systems Provide regular updates on progress, risks, and timelines Maintain and enhance validation processes, tools, and documentation Ensure consistency and repeatability of conformance assessments across vendors Identify opportunities to improve processes, artifacts, and overall program effectiveness Contribute insights to the evolution of point of service system specifications based on vendor interactions and conformance outcomes Provide guidance and mentorship to team members Support team delivery to meet organizational targets for new products and services Collaborate across teams to ensure alignment on requirements, interpretation, and evaluation criteria Perform other related duties as assigned Requirements that are important to us: Post-secondary education in Information Technology, Health Administration and/or Business Administration, or a related field, or an equivalent combination of education and experience Minimum eight (8) years of experience working in Ontario digital health, with a focus on EMR products and vendors supporting community-based care Knowledge of OMD EMR Specifications including OMD’s Core Data Set Standard is preferred Knowledge of integration and interoperability standards and tools such as RestFul API’s and HL7 is an asset Demonstrated experience with healthcare messaging, terminology, and data standards, including XML, JSON, HL7 v2, FHIR, LOINC, ICD-10-CA, SNOMEDCT Knowledge of information security management Frameworks including ISO 27001, SOC2 Type II and HITRUST Experience working as a QA Analyst; knowledge of test automation is an asset Experience defining and evaluating products against established requirements is an asset Demonstrated ability to solve complex problems with innovative, practical solutions Excellent collaboration, communication and organizational skills Ability to work effectively both independently and as part of a dynamic team Demonstrated ability to initiate, plan and execute key activities in complex project-based environment Strong proficiency in Microsoft Office applications, including Excel, Word, and PowerPoint Bilingualism in English and French is an asset What we offer:
Base salary range of $83,723 - $104,000 annually; final compensation offered will be determined based on experience, skill set, education, training, and internal equity.
