Project Manager (Disaster Resilience and Innovation)
About the role
North Shore Emergency Management (NSEM), a tri-municipal agency providing emergency management services to the District of North Vancouver, the City of North Vancouver, and the District of West Vancouver, is seeking a Project Manager for a 2-year temporary full-time opportunity, with potential for extension based on operational needs. Reporting to the Director, NSEM, the Project Manager is responsible for disaster resilience and innovation initiatives.
As the Project Manager you will lead the Disaster Resilience and Innovation Funding (DRIF) projects for NSEM and develop a cohesive framework for a long-term North Shore Disaster Risk Reduction Action Plan to provide an overarching governance strategy to support municipal implementation of key Emergency and Disaster Management Act requirements aligned with the Sendai Framework. More specifically, the position will also lead a complex, multi-hazard risk assessment to evaluate potential impacts of risks and hazards on social, cultural, economic, physical, and ecological values, and oversee the development of regional and municipal business continuity plans to enhance resilience across the North Shore. This work requires extensive engagement at the municipal level as well as First Nations engagement.
You will work closely with internal and external partners to develop project goals and objectives and drive all DRIF projects forward to achieve the desired outcomes. You will manage the overall project budget as well as procure and supervise consultants.
Excellent interpersonal skills are necessary to establish and maintain effective working relationships with all partners. You are a skilled facilitator with experience collaborating to identify challenges and solutions, and you have demonstrated success in resolving competing objectives. Strong research, analytical, and communication skills, both oral and written, are essential.
We are looking for a creative and detail-oriented project manager who is a critical thinker, self-starter, and strong communicator. As a municipal program, NSEM fosters an inclusive and compassionate work culture and training in cultural safety is an asset. The successful candidate will have:
- Comprehensive knowledge of the principles, practices, techniques, and methods applicable to emergency management, community resilience and disaster risk reduction.
- A demonstrated track record of project oversight and management, including supervision of technical staff and consultants.
- Exceptional communication and facilitation skills with significant experience in multi-jurisdictional environment as well as direct experience working with First Nation communities.
Qualifications
You will have a degree in a relevant field, ideally with a core focus in Emergency Management and Disaster Planning and project management, plus a minimum of five years’ of relevant experience. A Project Manager Professional (PMP) designation is an asset. Operational work experience in emergency management, specific to an EOC is an asset. A valid Class 5 BC driver’s licence is required.

Salary: The annual pay range for this exempt position is $116,842.20 to $129,497.97 per annum (2024 rates)
Hours of Work: 35-hour work week (Compressed work schedule available)
