About Us
The Information Technology Division (ITD) of the Ministry of SaskBuilds and Procurement supplies a full range of IT services to government ministries and agencies. It supports government customers with help desk, hardware and software, application development and IT security services. The ITD also sets government-wide policies and standards in IT infrastructure, IT support services and security.
The Opportunity
The Digital Platform and Services branch is seeking an individual who is an effective communicator, a cross-team collaborator with strong interpersonal, analytical and problem-solving skills for the position of Manager, Application Management Services (AMS). Reporting to the director, you will be responsible for leading, supporting, developing and mobilizing a dynamic group of individuals to work toward a shared purpose in the best interests of the branch, the Government of Saskatchewan and service delivery to citizens. In this position, you will have the opportunity to work with and advise senior executives in government on all aspects of application support and lead teams involving multiple ministries and external resources.
In this challenging and rewarding position, your responsibilities will include:

IT Service delivery, technical leadership and support to the team, business strategic planning, policy advice and budget planning & implementation

Representing AMS in discussions with various ITD teams such as Strategic Architecture, Security Services, Project Management Office, vendors and other stakeholders.

Managing all aspects of ministry application support with regard to resolving priority incidents/escalations and planned system enhancements.
-
Proactive problem solving to reduce the impact of the incidents, prevent possible system outages and safeguard information and assets.
-
Strategic planning with ministry clients and the ITD Security Services team to ensure the government’s 800+ in-house and 3rd party applications are in a secure and supported state.

Managing AMS resources to review and monitor pre-defined Key Performance Indicators (KPIs) for service delivery in the enterprise IT environment.
-
Creating and maintaining documentation for processes needed for the support of applications and projects.
-
Developing business cases for executive approval on resourcing and budget needs for service delivery.
-
Developing cohesive and respectful relationships across the ITD and government, and among stakeholders in the public and private sectors.
The Ideal Candidate
As our successful candidate, you will be a results-oriented individual with strong verbal and written communication skills and will bring:
- 3+ years of experience in a management role managing all aspects (technical and HR) of an IT team delivering diverse services.
- Knowledge of business applications and supporting infrastructure, support processes and lifecycle management.
- Exceptional leadership skills collaborating with various ITD teams and vendors in IT Application Management for the government.
- Will have experience in performance management of staff to effectively engage, develop and support direct reports as well as coach and motivate team members.
- Strong oral communication skills to consult and educate senior leaders, ministry staff and external vendors, and present information to a wide variety of technical and non-technical audiences.
- Effective written communication skills to develop policies and IT security programs.
- Strong analytical, problem-solving, and decision-making skills with the ability to summarize technical issues and information to enable executives to make informed decisions.
- Effective business planning and project management skills, including accountability processes and risk management.
- Strong analytical, problem-solving, and decision-making skills.
IT experience and background with concept knowledge in areas such as:
- Web technologies, C#, .NET
- Database concepts (e.g./Oracle, MS SQL).
- Microsoft technologies: 0365 tools, DevOps, D365, Power Platform and SharePoint.
Additionally, you will be:
- Approachable and flexible in dealing with clients, ITD staff and vendor teams
- A proven leader, capable of multitasking and adaptable to respond to constant change within a high-pressure environment.
Typically, the knowledge and skills required for this position would be attained through the completion of a degree in computer science or a related discipline, supplemented by related technical and management experience in a large, fast-paced IT environment. The successful candidate will be committed to professional development and staying current in a changing IT landscape.
