Role description: Arcadis is seeking a Highways Zone Design Manager for the Fraser River Tunnel Project to lead and coordinate the delivery of all highway-related design packages within a designated Zone, ensuring technical integration, quality, and compliance with client and project requirements. In this role, the Zone Design Manager will oversee the performance of multidisciplinary teams, manage scope, budget, and schedule, and drive the resolution of complex technical and interface issues. The manager will coordinate with internal and external stakeholders, including the Design Builder and the Province, to ensure the seamless delivery of fully integrated design solutions. Additionally, the role involves monitoring risk, ensuring consistent documentation and adherence to management plans, and leading efforts to achieve timely acceptance and close-out of design review comments.

Role accountabilities: In this role, you will ensure that the team within your Zone delivers the full scope of services according to the agreed program, budget, and quality requirements. You will have oversight over the technical coordination of all design packages within the Zone, ensuring the integration of typical details and a fully coordinated overall design solution. You will facilitate day-to-day technical liaison with the Design Builder Joint Venture (CJV) at the Zone level, while also managing communications and coordination with the Design Interface Manager to support seamless interface management.

You will be responsible for monitoring and reporting on the Zone’s performance against budget, schedule, and quality metrics. This includes maintaining awareness and control of both Arcadis and subconsultant scopes, ensuring that no work is undertaken outside of the agreed scope, and escalating scope changes to the Design Manager, Senior Project Manager, and Commercial Manager as needed. You will manage the design instruction and change process with the client and assess program impacts in collaboration with the Design Manager. High-level monitoring of risks and opportunities will also be a central part of your responsibilities, as well as the management of significant risks for the Zone.

In this capacity, you will provide direction and liaise with Zone Design Coordinators, Technical Leads, and Package Owners to support the day-to-day performance of services. You will be involved in appointing staff in consultation with the Design Manager, Senior Project Manager, and Project Director to ensure the necessary resources are in place. Planning and monitoring the mobilization process for your team, recommending mobilization dates, and ensuring consistency of documentation across the Zone will also fall within your remit. Additionally, you will assist Zone Design Coordinators in resolving complex issues, particularly those involving interface requirements, and escalate unresolved matters as required.

Finally, you will ensure project management requirements, management plans, and procedures are followed, driving ethical and compliant delivery in line with legislative and institutional obligations. You will play a key role in driving the close-out of design review comments to achieve acceptance from both the Design Builder and the Province, and will attend management committee meetings as needed. By ensuring clear communication with key stakeholders and maintaining a strong focus on quality and consistency, you will help deliver successful project outcomes for your Zone.

Qualifications & Experience:

  • Registered P.Eng with EGBC in good standing
  • Exposure to the delivery of major infrastructure design and documentation
  • Extensive engineering management experience
  • Senior-level qualifications in their zone of primary responsibility
  • Design & Build contract delivery experience in a Design Manager role or similar
  • External stakeholder and client management experience
  • Demonstrated experience in the coordination and management of complex technical requirements and interfaces

The salary range for this position is $162,000 - $212,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
