Reporting to the Deputy Chief Administrative Officer, the Senior Project Manager - Special Projects, will responsible for high profile, public facing, and transformative initiatives, namely the Lake Simcoe Phosphorus Reduction Project, requiring a proactive approach, high level of customer service, stakeholder management and political acuity and Problem solving skills.
Duties and responsibilities:
- Lead the planning, execution, monitoring, and completion of high-profile and high-impact municipal projects.
- Create detailed project plans, including scope, objectives, timelines, and resource allocation and risk management strategies.
- Monitor project progress and adjust plans as necessary to ensure successful outcomes.
- Manage project budgets and ensure cost-effective use of resources.
- Serve as the primary point of contact for project stakeholders, including the Ministry of Environment, Conservation and Parks, town officials, the LSRCA, the Holland Marsh Growers Association, King Township, other community groups, and external partners.
- Prepare and present progress reports to municipal leadership and other stakeholders.
- Lead project teams, including cross-departmental staff and external consultants.
- Provide guidance, support, and direction to team members to achieve project objectives.
- Prepare and manage project documentation, including reports, proposals, and presentations.
- Ensure compliance with municipal regulations, policies, and procedures.
Key Competencies and Qualifications:
- Minimum of 10 years of experience in project management, with a proven track record of successfully leading and delivering complex projects, preferably in a Municipal setting.
- Post graduate studies in engineering, public administration, business administration, urban planning, construction management, or a related field.
- Project Management Professional (PMP) designation.
- Practical experience in review of engineering and architectural design submissions and regulations, public service needs, government and consulting studies and submissions.
- Demonstrated experience with tendering process and contract development / administration.
- Extensive experience working with elected officials, ministries, in public consultation, and with other citizen stakeholder groups.
- Experience negotiating funding agreements with the province and/or the federal government
- Ability to collaborate and work effectively with consultants, contractors, colleagues, elected officials, developers and other internal and external clients and stakeholders.
- Ability to plan, supervise and direct the work of staff and have an understanding of modern principles and practices of management and management controls.
- A valid Ontario class G driver’s license in good standing.
- Ability to provide a satisfactory Criminal Record and Judicial Matters Check upon hire.
The position offers a hourly rate of $117,925.35 to $143,339.00 (2025 rates) based on a 35 hour work week, plus a competitive benefit package and the option for flexible work arrangements.
