Job Description

Job Summary

Reporting to the Associate Director Talent Acquisition, Development and Rewards, the Talent Acquisition Manager is responsible for providing strategic leadership for talent acquisition and employee onboarding programs and services including the related processes, policies and tools. As an advocate for recruitment, ensures excellence in candidate and hiring manager experience. Works to establish, operationalize and analyze key metrics and performance indicators. Initiates and leads projects that initiate effective and efficient recruitment practices and strategies.

Education

  • Post-secondary degree or diploma in Business Administration, Human Resources or related field
  • A combination of education, knowledge and experience may be considered.

Knowledge

  • Minimum 3-5 years leadership level experience overseeing the implementation and delivery of talent acquisition programs, processes, systems and strategies in a unionized environment, with a focus in developing and leveraging recruitment data to support decision making, mass/ high volume recruitment, and the development of attraction, recruitment, and onboarding strategies leveraging social media and other platforms and sources
  • 7-10 years of experience in Human Resources
  • Experience leading and developing employer branding and outreach programs
  • Certified Human Resources Professional/Leader Designation preferred

Responsibilities

Develops, Leads and Oversees recruitment strategy and related approach ensuring a transparent, consistent standard for the recruitment and selection practices at Niagara Region. Ensures inclusive and equitable recruitment practices and excellent candidate and hiring manager experiences enabling the achievement of business goals (40% of time)

  • Leads the development and execution of the recruitment strategy on both a corporate level and for targeted roles or business partners as well as just in time requirements to meet emerging business needs.
  • Oversees the ongoing development and implementation of attraction/employer branding, social media, careers website, recruiting marketing, channel development, and comprehensive recruitment campaign planning.
  • Develops and implements a multi-medium attraction and employer branding strategy with options for external job searches and optimizes region social media platforms and other current job seeker platforms.
  • Develops programs, processes and tools that support candidate and hire quality by ensuring productive sourcing, effective screening, interview and pre and post-hire processes and practices.
  • Works directly with organizational invested parties to understand the needs of the business and develops recruiting plans supporting current hiring needs, recruitment challenges and future growth while creating partnerships that yields results.
  • Oversees the development and implementation of attraction and selection events.
  • Serves as a lead for third party temporary recruitment agency activities.
  • Engages in recruitment for high profile/Executive level recruits, whether recruiting or sourcing third party vendors.
  • Reviews workforce planning and succession planning initiatives in consultation with Talent Acquisition Advisors, Human Resources Consultants and business clients to assist with forecasting needs within their departments and building talent pools for future vacancies in critical roles.

Leads and oversees the Talent Acquisition service delivery aimed at ensuring fair, transparent and consistent hiring practices designed to attract candidates who will support and contribute to the business achieving its goals. (25% of time)

  • Researches, develops and implements innovative and best in practice technology, tools and methods.

  • Explores and implements programs, processes and tools to continuously improve recruitment processes, policies and initiatives, including leading projects/reviews in these areas with the goal of improving efficiencies and effectiveness.
  • Ensures recruitment and onboarding practices, policies and programs are aligned to Diversity and Inclusion principles and best practices.
  • Assesses and implements new/trial sourcing methods and advertising techniques when appropriate
  • Upholds quality and consistency of application of candidate documents, hiring manager communications protocols, and development of general HR/organizational information necessary for the recruitment process.
  • Works directly with Total Rewards and Organizational Development to ensure alignment with strategy, policy, and procedures.
  • Ensures effective use of HRIS system.
  • Monitors recruitment activity to determine areas for streamlining recruitment processes.
  • Leads technological changes to support the recruitment process.
  • Ensures compliance with hiring practices and all applicable laws and regulations, and communicates changes in legislation, policies and procedures to the Talent Acquisition team.

Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (15% of time)

  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.
  • Ensures alignment and coordination of activity and quality of output between teams under their direction.
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

Ensures effective reporting and metrics that meet corporate requirements and allows for the effective analysis of team performance (10% of time)

  • Develops and reports on recruitment metrics to ensure effectiveness and measure efficiency and to identify opportunities for continuous improvement.
  • Coordinates, operationalizes and analyzes key metrics and performance indicators.
  • Leads or coordinates projects that initiate effective recruitment practices and strategies
  • Communicates and provides feedback and coaching to Talent Acquisition team on key metrics and performance

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10% of time)

  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
