Primary Care Alberta is seeking a Senior Planning Advisor to provide high level strategic, planning, and analytical support to the Director, Strategy, Planning & Performance within Integrated Community Health Services. This role offers a unique opportunity to contribute to some of Alberta’s most significant primary care initiatives—advancing system integration, strengthening accountability, improving health outcomes, and supporting province wide transformation. Working closely with senior leadership and partners across the health system, you will help drive strategic direction, enhance planning and performance practices, and contribute directly to improving patient experience and system outcomes for Albertans.
Description:
The Senior Planner role, will support the Program Director by leading advanced strategic planning and evaluation activities, facilitating stakeholder engagement, and contributing to the design and implementation of system wide initiatives. Develop strategic and operational plans, performance measurement frameworks, and annual reports. You will conduct environmental scans, policy analysis, and evidence syntheses to inform decision making. The Senior Planner will also coordinate engagement processes by preparing materials, facilitating planning sessions with government ministries, and documenting outcomes. You will analyze performance trends to identify risks, gaps, and opportunities for improvement, and ensure the maintenance of high-quality project documentation.

Required Qualifications:
Master's degree in relevant field and minimum five (5) years of progressively responsible experience in strategic planning, health system planning, performance measurement, evaluation, or policy development. Support for senior or executive leadership teams. Demonstrated experience producing high quality strategic documents and facilitating multi stakeholder planning processes. Strong analytical, written, and verbal communication skills, with the ability to produce materials for senior audiences. Strong understanding of Alberta’s health system, primary care models, and government policy environment.
Additional Required Qualifications:
Advanced analytical skills, including research synthesis, environmental scanning, policy analysis, and performance analysis. Strong project coordination capabilities, including risk management, milestone tracking, and documentation. Ability to manage complex, multi-stakeholder initiatives in dynamic and ambiguous environments. High degree of political acuity, sound judgment, and discretion in handling sensitive information. Proven ability to build relationships, collaborate across teams, and effectively influence without authority. Strong organizational skills with high attention to detail and the ability to prioritize competing demands.
Preferred Qualifications:
Project management, change management, or facilitation certification (e.g., PMP, Prosci, Prince2). Background in integrated care models or system transformation initiatives. Development of dashboards, KPIs, and performance measurement methodologies. Experience in facilitating human-centered service design processes. Experience providing guidance or support to colleagues.
