Responsibilities

PRIMARY PURPOSE

Leads the implementation and ensures the successful delivery of designated projects or project portfolios involving significate scope, budgetary management, significant risk, impact and sensitivity. Supports the Director or Manager to oversee the progress across a range of concurrent key projects lead by Project Managers.

KEY ACCOUNTABILITIES

Oversees multiple concurrent IME/Major projects led by project managers within the assigned portfolio. Provides support, strategic advice and engineering expertise to the project managers on project planning, resource management, risk mitigation, contractual problems, change management, etc.

Plans, executes and controls IME/Major projects involving significate scope, budgetary management, significant risk, impact and sensitivity, in support of enterprise and divisional strategies and objectives. Leads the strategic planning of the assigned projects, manages and monitors the assigned projects throughout the implementation stage, anticipates and proactively manages change throughout the project life cycle.

Collaborates with internal stakeholders across the TransLink enterprise to ensure the project accountabilities are being accomplished as required, which includes project performance, customer experience and system integration objectives as outlined in the project business cases, in addition to enterprises’ accountabilities and commitments to government as it relates to scope, budget, schedule, benefits realization, risk management and regular reporting.

Manages project integration components including close liaison with the dedicated delivery teams; manages planning, resourcing, design, budgeting, scheduling, risk management, monitoring and execution and ensures compliance with agreed financial and service targets, and adherence to enterprise engineering and project management practices and quality expectations. Actively participates in other various related committees, fostering collaborative information sharing, problem solving and decision-making with project managers and other key stakeholders across the enterprise.

Presents and reports the project progress, risks, expectations, timelines, milestones and key project metrics to the executive team. Provides suggestions and recommendations to the executive team on risk management strategy and project delivery solutions.

Manages cross functional project teams across the enterprise and external stakeholders. Develops and maintains a respectful and productive relationship with all stakeholders. Coordinate internal resources and third parties/vendors for the flawless execution of the project.

Supports the negotiation and management of contracts with significant value and risks. Resolves significant and complex contractual issues and works with contractors to develop mutually acceptable solutions.

Provides senior expert advice and recommendations on engineering project management standards, governance and procedures to continuously improve the enterprise project management practices.

Manages a team of project managers, continuously developing project management capability by training, coaching, adopting best practices. Performs all other people management practices including selection, hiring, performance management, etc.

Qualifications

EDUCATION AND EXPERIENCE:

The competencies for this position would typically be acquired through completion of University degree in Engineering and/or Business a Professional Engineering designation or eligible to register as a P.Eng and PMP certification also is required. Requires 8 years of previous experience in full cycle engineering project management.

OTHER REQUIREMENTS:

Advanced knowledge of the principles, theories, concepts and practices of project management.

Advanced leadership skills to provide coaching, development and performance management to reporting staff.

Advanced interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, including negotiation skills as they relate to contracts and resolution of contractual issues.

Advanced analytical thinking and problem-solving skills, to resolve critical and high impact issues.

Advanced financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.

Advanced time management and organization skills to balance and coordinate effort across multiple, concurrent activities.

Advanced verbal and written communication skills.

Solid technical skills in business and project management computer applications and databases.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Ideal candidates for this role will have strong communication and leadership skills combined with proven experience in contract management, program delivery and project controls processes. Previous experience in bus and rail project infrastructure would be beneficial.
This position is expected to work out of our offices and/or site-office between 2 to 4 days a week depending on project needs.

Work Schedule

37.5 hours per week.

This is a full-time temporary position with an anticipated end date of June 12th, 2026.

Work Designation

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
