Position Description

Purpose

The purpose of this position is to provide business analytical services and support to the Calgary Board of Education (CBE) in a variety of technical and non-technical solutions. This position works with CBE’s current Human Resources Management Systems (HRMS) to identify technology capabilities to enhance HR service delivery to CBE clients.

Accountability

This position is accountable to:

  • Act as the primary contact for clients, SME’s, and technical support resources to manage day to day Enterprise HRMS requirements and to provide client groups with HR data from HRMS to assist with informed decision making.
  • Performs configuration changes within the system and works on system customizations with the Technical Business Analyst and Developer.
  • Participates in the design, testing, implementation and support of applications. Possesses a broad and in depth knowledge of the application and how it relates to corporate business processes and practices.
  • Assist in trouble shooting to achieve resolution of all system and processing failures.
  • Work jointly with end-users to identify system and process inefficiencies and document requirements and specifications.
  • Assist users to effectively implement the technical solution through appropriate training, procedures and consultation.
  • Maintain and develop a well performing HRMS system by leveraging industry best practices for development, change control, version control, migrations, testing, standards, and procedures.
  • Elicit and document business requirements for system or process enhancements.
  • Create system testing scenarios and execute test cases to validate results against the requirements; including regression testing. Use automated testing tools to develop and execute regression testing where applicable.
  • Test and troubleshoot the processes and functionality of HR technologies and solutions.
  • Assist internal clients to leverage technology and modify existing processes in support of business needs.
  • Document technology and business process changes.
  • Participate in the implementation of CBE HR strategies as required.
  • Develop core competency with multiple PeopleSoft modules and exercise a thorough knowledge of CBE business processes.
  • Coordinate and execute system processes to support the operation of the interdependent modules of Enterprise HRMS, which includes talent acquisition manager, payroll, time & labour, benefit administration and multiple inbound and outbound interfaces.
  • Define query and report requirements to extract information for decision makers from the HRMS.

Major Responsibilities

  • Maintain expertise in the core functionality of the Enterprise HRMS technology, and the HR application architecture.
  • Work jointly with end-users to identify system and process inefficiencies.
  • Support the development of functional business requirements by assisting CBE clients to clearly define requirements, rules, and processes and document functional specifications, and assist Technical Business Analysts and Developers with design and implementation.
  • Provide first level application support in PeopleSoft, Smart Find Express (SFE) and Talent Hub for end users and resolve system and/or user errors.
  • Ensure technology and process designs support business process owner requirements. Conduct requirements gathering and fit gap analysis to leverage application capabilities with business requirements.
  • Scope customization requirements and complete cost benefit analysis for business owner consideration in decision making.
  • Apply configuration changes to Enterprise HRMS for department & location codes, job codes, salary grades, benefits, position data and any other table changes within PeopleSoft.
  • Work with the technical Business Analyst on requests for data loads and PeopleSoft customization requirements.
  • Understand and communicate technical issues related to defects and enhancements in PeopleSoft.
  • Ensures a consistent approach and drives continuous improvements in processes.
  • Coordinate all refreshes for PeopleSoft environments.
  • Provide relevant information to Service Providers in regards to the design, implementation, and operation of services.
  • Create and update functional specifications, completing quality assurance, preparing workplans, and coordinating with multiple departments for design testing and deployment.
  • Conduct thorough UAT integration and regression testing of the application.
  • Document procedures and guidelines related to information, technical or application environments.
  • Ensure correct business functionality, requirements and standards are followed in developing business process solutions, training, and troubleshooting.
  • Complete assigned analysis, consulting, design and programming projects/tasks within established guidelines and timelines including appropriate testing and documentation.
  • Track progress of new and updated HR processes, ensuring identified changes of both technical and operational requirements are documented and implemented.
  • Participate in project teams in the delivery of system enhancements.
  • Assist with task estimates and timelines as part of project planning.
  • Ensure effective communication, procedures and processes are maintained between CBE and the Service Providers to ensure seamless provision of HR information and services.
  • Determine report specifications to identify and extract CBE data requirements from the HRMS. Analyzes and manipulates data from HRMS and existing “data views” into database and spreadsheet applications.
  • Create queries to gather and extract data for investigation, design and testing.
  • Provide analytical support and assistance to users on matters relating to technology, new application ideas or existing applications for HR.
  • Manage Enterprise HRMS security administration and maintenance through coordinating amendments, additions and deletions through HRMS Security Administrator.
  • Serve as a resource on the application and functionality of the HRMS technology with regards to compliance with feasibility of proposed changes to collective agreements, terms and conditions of employment, CBE administrative regulations, legislation, and HR methodologies.
  • Works with the business to enforce and maintain a standard and best practice in PeopleSoft.
  • Performs other related responsibilities as assigned to meet the purpose and accountabilities of the role.

Qualifications

Education and Experience:

  • University Degree with 3 years experience supporting an Enterprise HRMS or a certificate in Business Analysis with 5 years’ experience supporting an Enterprise HRMS.
  • Experience with setup configuration and execution of Enterprise HRMS modules, including implementation, design and customization.
  • Experience with continuous improvement or other project management initiatives; considered an asset.
  • Intermediate skills in Microsoft Office (Word, Excel, PowerPoint, Outlook, MS Project and Visio).
  • Experience working in a large, multi-union, complex organization; considered an asset.
  • An equivalent combination of directly related education and directly related experience will be considered.

Strong negotiation skills with hands on experience/involvement in implementing changes in process. Comfortable dealing with confrontation and diffusing conflict without alienating others.
  • Technical Competence: Extensive knowledge of Microsoft software applications and familiarity with functionality and operations of PeopleSoft or other full service HRMS technologies. Ability to plan and report data information using in effective ways to meet customer requests.
  • Customer Service Orientation: Results driven, while being aware of and responsive to client needs and requests. Ability to manage expectations, prioritize work requests and communicate effectively.
  • Analytical Competence: Strength in data analysis with attention to detail, statistical or quantitative methods. Strong problem solving and systematic thinking skills.
  • Project Management Skills: Strong focus on delivery of results and management of work.
