The Ministry of the Solicitor General, Ontario Provincial Police, and the Communications & Technology Services Bureau are seeking a qualified individual to join our Radio Operations Unit. In this exciting, rewarding and challenging opportunity, you will provide technical expertise and support in the operation and maintenance of telecommunication systems in the Ontario Provincial Police (OPP).

Please note: The successful candidate will be expected to work out of 777 Memorial Avenue, Orillia five (5) days a week.

To provide technical expertise and support in the operation and maintenance of telecommunication systems in the Ontario Provincial Police (OPP).

What you bring to the team

Mandatory requirements

• Ability to pass an OPP background/ security investigation.
• Ability to work on a regularly scheduled on-call basis.

Knowledge, Skills and Abilities

• Provides technical expertise for Provincial Communications Centres (PCC's) and other OPP personnel by: conducting tests and inspections of the telecommunications system within OPP control to determine faults or failures; installing, configuring and maintaining business applications and determining priorities for completion of work; completing repairs or replacing faulty components or identifying the proper contractor to complete necessary work; auditing, accepting and approving contractor repair work for contract compliance; notifying appropriate parties of telecommunication system problems and failures; advising client users on system capabilities, limitations and options; liaising with regional staff, vendors and other police agencies to discuss, identify and resolve telecommunications systems issues; reconciling contractor conflicts. Provides technical expertise and support for specialized projects (i.e. interoperability solution for municipal police forces, trunked satellite radio project).
• Conducts life tests and rejuvenation of returned parts to ascertain weaknesses with supplier parts and liaises with the suppliers to correct deficiencies.
• Sources, provides and controls the inventory levels of specialized equipment such as earpieces, headsets, battery reconditioners and other equipment used by Special Services within the OPP. Provides support to the Deployed Technologists and PCC's though the supply of parts and equipment such as Communication Centre Voice Recording Systems, parts and expertise; Controls and maintains inventory levels of specialized equipment and ensures detachment/RHQ levels are sufficient for field requirements; Provides solutions to remedy tickets generated by field members by shipping replacement parts, earpiece kits, batteries, etc.; Attends OPP work locations and detachments to ascertain requirements for specialized equipment and coordinates the installation, modification and operation of these specialized units such as detachment monitor radios and duress alarms.
• Knowledge software programs used in system operations and for the preparation of reports, spreadsheets and presentations.
• Provides radio kits to QM Stores to ensure a constant source of equipment used by front-line members by repackaging returned radios from retirees, etc., testing, reprogramming and completing the accessories required to provide a complete package; Designs radio frequency templates for radios to designate specific radio channels used by front-line personnel for specific duties, services within the OPP to ensure frequency conflict is avoided and also includes the ANI and emergency features of the radios.
• Oral communication and interpersonal skills to liaise with all levels of OPP personnel and external personnel from agencies with whom there is interaction in the course of carrying out duties; to work with non-government contractors and others who provide telecommunications services to the OPP, precisely explaining the nature of the problem and work to be performed, and resolving issues with the providers of various telecommunications sub-systems, where necessary, to resolve issues; to present technical information to system users and other personnel, with a need to translate technical terminology into layperson's language; to discuss and resolve system issues and problems; to identify and explain alternative solutions and illustrate costs/benefits of various options; to develop support for recommendations on systems requirements; to demonstrate the full range of system capabilities; and to provide guidance in choosing most appropriate option.
• Evaluative and problem solving skills to analyze condition, technical performance and capacity of existing system components within OPP control by isolating electrical, mechanical and software elements to determine how they interact, to determine the nature of the problem, research, identify and set priorities to correct problems, making repairs, replacing parts devising a new solution to the problem utilizing existing resources and/or directing contractors.
• Provides assistance, when requested by client Regions & Bureaus, to research technical problems, determine solutions and make recommendations to supervisors and users (e.g. BEAT radio); assist with cost analysis and preparation of proposals for contracting of telecommunications services to users outside the OPP; and to conduct feasibility studies on modifications requested.
• Knowledge of evolving Radio Technologies and Land Mobile Radio solutions used in Public Safety.
