Position Summary
We are seeking a collaborative and hands-on financial leader to join our team as Manager, Financial Planning and Analysis. This role is responsible for driving the College’s financial planning, forecasting, and analytical processes to support data-informed decision-making and long-term sustainability. The ideal candidate brings deep financial expertise, a passion for continuous improvements, and a collaborative mindset to lead the development and implementation of integrated financial strategies that align with institutional goals.
Reporting to the Director, Financial Planning and Analysis, the manager will coach and lead a high performing team, establish effective planning processes and procedures, provide financial expertise and insights to enhance the overall efficiencies of planning and the allocation of financial resources.
Responsibilities

Leads the preparation of the annual college budget process including: researches information and best practices; interprets Ministry announcements, guidelines and standards; directs the development of budget tool; prepares budget instructions, guidelines and procedures

Directs the preparation and control of the operating budgets for the corporate areas
-
Provides a leadership role in facilitating input into the budgeting process with key stakeholders.

Acts as a college-wide liaison/expert for all budget related planning activities, questions, and provides guidance.

Oversees the monthly and quarterly preparation of reports (revenues & expenses) for all College budgets and projections for year-end, including analyzing and providing explanations for variances to Finance leadership

Monitors results of operations on a quarterly basis against target to mitigate potential budget overages

Manages systems and tools and acts as the College’s subject matter expert on related technology

Ensures compliance with current federal, provincial, and local standards, guidelines, and regulations relating to public institutions of higher education and in keeping with the goals and objectives of the College. Ensures College compliance with the Ministry and College business policies and standards

Stays informed on current legislation affecting funding and works with the Director FP&A to develop proactive strategies

Responsible for managing unionized staff including recruiting, training, coaching, performance managing and other human resources related activities

Establishes, monitors and revises policies and procedures

Collaborates with stakeholders across the college to support the College’s long-term strategic goals
Qualifications/Experience
-
Four (4) year Degree in Business, Accounting or related field
-
CPA designation required
-
Seven (7) years of progressive relevant experience in financial planning, analysis and reporting; experience within the post-secondary sector preferred
-
Experience in revenue and expense management, combined with advanced expertise in public sector financial accounting and reporting

Demonstrates problem-solving and analytical skills with keen attention to detail

Proficiency with MS Office: Word, Excel, PowerPoint

Demonstrates the ability to take initiative and make independent, well-informed decisions
-
Demonstrates leadership skills; ability to coach and motivate staff to deliver results
-
Proven verbal, written communication and presentation skills• Demonstrates a clear understanding of and commitment to the principles of equity, diversity and inclusion

Proven experience in influencing, resolving conflict and managing relationships at the senior level
-
Able to synthesize large quantities of data to create meaningful information for concise analyses
