Reporting to the Director of FANS, the Manager Finance, FANS is the senior financial advisor to the FANS division. Providing leadership to a team of staff focused on finance and administration, the manager is responsible for providing financial management advice and support and advises and assists FANS office on the development and control of their operational budget structure according to their program needs. Working with the FANS team, the manager coordinates the development of a budget and utilizes resources to satisfy the program and service delivery needs within the division. The manager supports management training and monitors spending and expenditures for the work involved for the department in completing year-end financial forecasts, allowing the improvement of financial knowledge of the program managers that will enable to make decisions related to their financial resources to achieve program objectives.

The Manager Finance, FANS works within the framework of financial legislation, directives, regulations, policies and processes, coordinates the development of a sustainable budget for the division. Assists the division to develop and implement program and policy changes to address programs where resources are insufficient over the long term to run programs. Work closely with the headquarter finance staff to ensure financial management reports are developed for the use of the division. Develop and implement a process of budget monitoring and control for the region. Manage the accounts payable and account receivable systems. Assist with the Government’s year-end accounting process. Assign and delegate duties and responsibilities to subordinate staff. Two (2) positions report directly to the Manager Finance, FANS: One (1) Finance Officer and one (1) Financial Analyst.

The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate degree in business, commerce, or related field. Three (3) years of related experience, including one (1) year of supervisory experience. A professional accounting designation would be an asset.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
