Purpose** To ensure that site is ready to respond to any emergency on sites in a safe manner while making sure that the site is returned to normal operations following an emergency event.

Coordinate and implement activities to maintain a high level of proficiency and competency relating to Emergency response, confined space, fall arrest and rescue plans.

Responsibilities

• Ensure that training reflects current safe operating procedures, consistent with PGM Safety initiatives and regulatory requirements.
• Coordinate emergency response planning and training with the aim of having properly trained and qualified personnel to respond to emergencies
• Ensure compliance in providing ERT training and completing competency reports to reflect due diligence and forward training records to Training.
• Ensure that emergency response risks assessments are completed and that all risk deficiencies are addressed
• Advise workers, supervisors and management personnel on training matters relating to emergency response and confined spaces
• Remain current on all procedures and be an active participant in change management
• Ensure that all sites are emergency ready with the proper people and equipment to promptly respond to emergencies
• Liaise with other operations, WSN and similar resources to obtain up-to-date information on training issues for the operation and the JH&SC.
• Attend crew safety meetings on a selective basis either as an observer or presenter.
• Continue to be an active member of mine rescue, surface emergency response and advanced first aid training.
• Conduct, coordinate and schedule training for Mine Rescue.
• Assist in monitoring the workplace to ensure that employees and contractors have received training, or are being trained on the equipment that they are expected to operate within the umbrella of this position.
• Conduct training using mock scenarios to ensure compliance with regulatory requirements and to continually improve upon rescue/evacuation times. Maintain accurate records.
• Ensure an adequately trained compliment of surface and underground rescue personnel.
• Maintain accurate training records of trainees.
• Liaise with emergency preparedness groups ie: Ontario Mine Rescue, Fire Department, Hazmat/Emergency Response Teams, and Emergency Equipment Suppliers.
• Monitor and update the emergency preparedness program for all of PGM operating sites. Maintain change management tracking.
• Schedule emergency preparedness training for all PGM employees and emergency scene management for all staff personnel requiring response training in an emergency
• Participate in shutdown planning meetings to organize, coordinate, and address issues and plans around confined spaces and emergency response.
• Participate in accident investigations/root cause investigations where it may relate to emergency response, confined space, when required.
• Assist in providing hands on Fire Extinguisher Training to the work force, including Contractors, and keeping a record.
• Being a resource person to Supervision, workers and the JH&SC.
• Ensure all equipment housed in the Mine Rescue rooms and ERT trailers are emergency ready and inspected on a scheduled format.
• Ensure all emergency vehicles are inspected and emergency ready. (MRV, u/g rescue trucks, surface ERT trailers etc.…)
• Provide Control Group support during all emergency call outs.
• Train required personnel on all handheld gas monitoring equipment
• Formally evaluate and identify all confined spaces, prepare and maintain up to date assessment plans and associated rescue plans that meet the intent of the regulations and Newmont standards
• Organize and set up training for the Mine Rescue Competition team.
• Maintain and update all ERP (Emergency Response Plans) in all areas of the mine in consultation with the safety department and management team
• Maintain current up-to-date records of employees actively receiving training.
• Provide Training Coordinators with accurate training reports.
• Conduct periodic audits of training compliance under the scope of this role.
• Ensure that all emergency response personnel have up to date required medicals

Training and Education

• Minimum grade 12, technical diploma preferred.
• Hold a current mine rescue certificate
• Specialty accreditation in areas of expertise
• Firefighting experience
• Valid Advanced First Aid certificate
• Train the Trainer certificate
• Mine rescue experience (competition team member an asset)
• Surface emergency response experience (firefighter experience an asset)
• Underground experience
