The Workforce Team Lead is responsible for providing strategic oversight, advisory support, and effective management of the non-unionized Code 86/81 workforce and volunteer programs within the Recreation and Social Programs business unit. This role oversees workforce planning, hiring and onboarding, training, and overall staffing coordination for Code 86/81 staff, as well as the management and optimization of volunteer resources.

The Workforce Team Lead will also lead and guide strategic program initiatives, ensuring alignment between Recreation and Social Program's broader goals and strategic objectives to program outcomes. Primary duties include:

  • Lead workforce planning, staffing coordination, and volunteer management activities to support effective Recreation and Social Programs delivery aligned with business unit and corporate priorities.
  • Manage recruitment, hiring, onboarding, training, performance management, and workforce deployment for Code 86/81 staff and volunteers in compliance with legislation, policies, and procedures.
  • Oversee the design, implementation, and evaluation of staff and volunteer training programs to ensure service standards, safety requirements, and program outcomes are met.
  • Support the delivery of Recreation & Social Programs program planning and outcomes by aligning business unit priorities, goals and strategies.
  • Supervise and support a multidisciplinary team by setting priorities, assigning work, providing coaching and mentoring, and managing performance to achieve operational and strategic objectives.
  • Collaborate with internal and external partners to align workforce strategies, budgets, and program delivery, and use workforce data and reporting to inform planning and decision-making.

Qualifications

  • A degree in Human Resources, Business Administration, Recreation, Arts, or a related field.
  • At least 5 years of combined experience in workforce management, including staffing coordination, training coordination, volunteer management, and program design and implementation.
  • At least 3 years of demonstrated supervisory experience.
  • Demonstrated knowledge of workforce planning, staffing coordination, and volunteer management in a large municipal or public sector environment.
  • Proven ability to lead and develop teams is required, including coaching, performance management, recruitment, onboarding, and supervision of staff and/or volunteers is required.
  • Working knowledge of employment legislation, collective agreements, and corporate human resource policies, with the ability to apply them in a unionized environment.
  • Familiarity with Human Capital Management (HCM) PeopleSoft system will also be considered an asset.
  • Strong analytical and planning skills, including the ability to interpret workforce data, support budgeting, and align staffing plans with recreation and social program delivery.
  • Strong interpersonal, communication, and collaboration skills, with the ability to build effective relationships with diverse partners.

Workstyle

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: M1 $115,627 - 144,534 per annum

Hours of work: Standard 35 hour work week.

Days of work: This position works a 5-day work week earning 1 day off in a 3 week cycle.
