Drive City success as our next Strategic Management Analyst. This key role is focused on ensuring that the CIty’s services and initiatives are aligned with the strategic direction and priorities. You'll be instrumental in developing, implementing, and maintaining strategic management functions and processes in a collaborative environment.
This role contributes to, and supports operational and senior leaders with, the City’s Enterprise Performance Management system and results-based planning and budgeting. This role will manage the City’s outcome framework and performance measurement plan and will work with business areas to update and report on performance measures.
What will you do?
- Contributing to the development and design of the overarching strategic management framework, encompassing department business plans and supporting corporate frameworks for policy, risk, and performance management
- Designing and developing BI tools and performance dashboards to support planning and performance reporting, and the development and deployment of BI dashboards for leadership and users to enhance visibility and insights into planning and performance monitoring information
- Identifying and implementing automated solutions for business planning and performance monitoring data management to report progress on strategic results
- Actively engaging with diverse stakeholders, collaborating with department strategy sections, providing training, managing change processes, and supporting teams engaged in business planning and performance reporting activities
- Acting as an advisor to department planning leads to support implementation of the strategic management framework and its drivers
- Continuously monitoring the alignment of business unit performance plans with overarching corporate strategies, and measuring performance against defined plans and targets
- Ensuring strategic management processes, tools and guidance are periodically reviewed and revised, if necessary
- Other related responsibilities
Qualifications:
- University degree in Business Administration or Public Administration or a related area. A graduate degree in one of these disciplines is an asset.
- Minimum five (5) years of progressively responsible experience in strategic and business planning, preferably in a municipal government setting. Experience working with risk, policy, performance measures or budget would be an asset.
Assets:
- Certification in change management or project management
Skills required for success:
- Extensive knowledge and experience developing and/or working with strategic and business planning cycles and linkages to general budget, performance measures, risk, policy, and other corporate-wide functions.
- In-depth knowledge of strategic and business planning principles, policy development, benchmarking, and procedures for alignment of performance measures with corporate and department business plan goals.
- Advanced-level knowledge of research methods, including research design,implementation, data collection techniques, results analysis, and presentation of multi-faceted information from a wide range of sources and perspectives.
- Knowledge and experience working with logic models.
- Experience and advanced working knowledge of business intelligence applications and tools used in a Google environment.
- Excellent project and process management skills, including the ability to manage multiple projects/processes concurrently and proactively.
- Excellent verbal and written communications skills with the ability to understand, share and communicate a broader vision (i.e., links to corporate/branch strategic goals, strategic plans, policy requirements) to various stakeholders in a meaningful way.
- Ability to confidently lead, build effective working relationships and facilitate meetings with all levels of stakeholders, including senior management.
