Providing excellence and public service values, this position provides quality staffing services to the managers and employees of Queen Elizabeth and Hillsborough Hospitals. As one of two staffing consultants at the hospitals, this position manages the staffing process for various areas within both hospitals. It reports to the Lead Staffing Consultant and is provided guidance from the senior staffing consultant on site.

Duties will include but are not limited to:

  • Managing the staffing process for assigned competitions: generally entry-level/repetitive and volume related competitions.
  • Interpreting and applying the Collective Agreements*, the Freedom of InformationandPrivacy Protection Act, the Civil Service Act, the Health Authorities Act,*and Human Rights Legislation.
  • Ensuring Interview Board Members are aware of and trained to adhere to all processes relating to the selection process.
  • Developing screening criteria, position analyses, evaluation methods (written test, verbal, mechanical skills), interview questions, rating guides, interview schedules, and setting up interviews.
  • Leading a clear, fair, and defendable interview process, abiding by the merit principle.
  • Maintaining all necessary documentation relating to the evaluation of candidates.
  • Conducting employment references on potential employees to verify credentials and work performance issues.
  • Discussing competition results with managers and preparing Recommendation Lists and/or making job offers.
  • Providing constructive ideas on how candidates can improve for the next interview and/or providing
  • coaching in the area of career planning to help identify positions for which they may be better qualified.
  • Representing the Selection Board throughout the Grievance Process.
  • Keeping abreast of and meeting with college, university, and other educational institutions graduating classes to discuss employment opportunities and to solicit applications; working with educational institutions to ensure programs meet the basic requirements for Civil and Health positions.
  • Attending and contributing to regular staff meetings and provincial HR meetings. Responding to inquiries from Human Resources relating to the staffing process.
  • Working with the Recruitment and Retention Secretariat for support for recruitment of hard to recruit positions.
  • Providing information to the general public on how to access job opportunities in the public service.
  • Other duties as required.

Minimum Qualifications:

  • Must have a related university degree with training in Human Resources.
  • Must have leadership/supervisory experience, which includes HR Management functions or considerable related human resource experience.
  • Must have some experience in and a good understanding of staffing processes.
  • Demonstrated equivalencies will be considered.
  • Must have excellent interpersonal and communication skills, facilitation, presentation and mediation skills and the ability to work independently in a demanding role.
  • Must have strong analytical, decision-making and organizational skills including attention to detail.
  • Must be proficient with word processing and spreadsheets.
  • Must have knowledge of the health system.

Other Qualifications:

  • A recognized Human Resource program is an asset.
  • Experience with PeopleSoft HRMS is an asset.
  • CPHR designation would be considered an asset.
