JOB SUMMARY UNDER THE DIRECT SUPERVISION OF THE DIRECTOR OF HUMAN RESOURCES SERVICES, THE INCUMBENT ASSUMES THE RESPONSIBILITY OF LABOUR RELATIONS FOR ALL CATEGORIES OF PERSONNEL. IN COLLABORATION WITH THE DIRECTOR, PLANS, DEVELOPS AND IMPLEMENTS LOCAL POLICIES, PROCEDURES AND MANAGES HUMAN RESOURCES PROGRAMS.
DUTIES AND RESPONSIBILITIES
Labour Relations
-
Advises on issues pertaining to the interpretation and application of the collective agreements, and ensures general compliance
-
Represents the College at Labour Relations Committees for all categories of personnel
-
Ensures adherence to collective agreements, labour laws and regulations, as well as College policies and procedures
-
Provides the management team with performance advice, guidance, coaching and support
-
Mediates and facilitates the resolution of conflicts and grievances
-
Prepares and presents cases at the labour tribunal, and testifies on behalf of the College, as needed
Recruitment & Hiring
-
Develops recruitment strategies to drive talent acquisition initiatives and attract highly qualified top tier candidates
-
Oversees the full-cycle of the hiring process for faculty and non-teaching employee groups
-
Participates in Selection Committees for all employee categories, and ensures compliance with the College’s Hiring by-laws and procedures
-
Provides hiring managers with the necessary training for hiring processes
Optimization of HR Systems and Processes
- HR Lead for high value optimization projects, focusing on improving processes aimed at increasing efficiency and accuracy of work. This includes but is not limited to:
- IT Migration
- New ATS System
- Digitization of Personnel Files
- Overhaul File Management Structure
HR Policy Development

Responsible for developing, recommending and implementing new policies, as well as revising existing policies, including Policy 4, Policy 24, Policy 14 and By-Law 7

Identifies requirements for new, or revised policies, by analyzing the implication of changes to HR legislation in Quebec and Canada.

Prepares and drafts HR policies, followed by coordinating consultations with various stakeholders in the College.
General

Supervises administrative and professional staff
EDUCATION:
Undergraduate degree in a relevant discipline, preferably in Industrial Relations, Labour Relations and or Human Resources Management.
Preferred candidates will hold a relevant degree; however, extensive experience in labour relations in a unionized environment may also be considered, in addition to or in lieu, of formal education.
SPECIFIC REQUIREMENTS

Possess a minimum of five (5) years of relevant labour relations experience in a unionized environment

Has strong interpersonal skills and is effective at mediating conflict situations
-
Must be able to work under pressure
-
Must be able to work outside of regular work hours, as needed
-
Knowledge of post-secondary education, an asset
-
Knowledge of Microsoft Office (Word, Excel, PowerPoint)
-
Excellent oral and written communication skills in both English and French
-
Membership in the “Ordre des CRHA et CRIA”, an asset
Required Tests:
- Candidates may be required to submit to selection tests.
