The Opportunity
Human Resources is a strategic partner, an employee advocate, and a change agent. Managing the employee experience is crucial for businesses – from onboarding employees, to finding the best fits for both culture and efficiency, to managing interpersonal relationships, and much more. The Human Resources Department delivers various services to its stakeholders including: Accessibility, Recruitment, Payroll, Workforce Planning, Diversity, Learning and Development, Job Evaluation and Descriptions, Performance Management, Labour Relations, Wellness, Health and Safety, Compensation and Benefits and HRIS Systems Management.
Under the general guidance of the Director of HR, the Manager of Organizational Development and Employee Experience is responsible for the strategic leadership and oversight of programs and services that advance the employee experience at the City of Barrie. Aligned with the City and HR Strategy, this role supports organizational success through cultivating a learning and leadership development culture, addressing engagement, modernizing HR technology, fostering employee wellness, and embedding equity, diversity, inclusion and accessibility (EDIA) in all that we do. This position leads strategic initiatives in performance management, succession planning, engagement, and workforce development to cultivate internal capacity, support talent development and ensure a future-ready, agile, and high-performing workforce. This position plays a key role in supporting a psychologically safe and inclusive workplace that prioritizes continuous improvement and organizational effectiveness. Overall this position plays an integral role in advancing the employee experience, leading the design and implementation of leadership development and succession planning to strengthen organizational capability and talent pipelines.

Education (degree/diploma/certifications)
- Three (3) year University Degree in Human Resources, Organizational Development, Adult Education, or related discipline.
- Completion of Certified Human Resources Leader (CHRL) Designation from the Human Resources Professional Association (HRPA) acquired

Experience
- Five (5) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience
- Demonstrated experience in designing and implementing employee engagement, learning, wellness, and organizational development strategies.
- Proven ability to lead change management initiatives and leverage technology to advance the employee experience.
- Experience overseeing or managing HR technology/system implementations
Knowledge/Skill/Ability
- Working knowledge of the following legislation, regulations, or requirements: Employment Standards Act, Labour Relations Act, Ontario Human Rights Code, Occupational Health and Safety Act OMERS Act, Workplace Safety and Insurance Act, Pay Equity Act, Integrated Accessibility Standards Regulation, Other applicable employment-related legislation
- Thorough knowledge of the following principles and standards: HR strategy, employee engagement, learning design, leadership development, EDIA and wellness, of organizational development principles and change management methodologies, HR technology implementations, use of technology to create e-training programs and use of Learning Management Systems/Technology platforms
- Demonstrated Ability to:
- lead organizational change and manage competing priorities;
- plan, direct and integrate broad, comprehensive leadership and employee development programs;
- align Branch programs/services with departmental and corporate goals/objectives;
- analyze complex issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action;
- build strong and enthusiastic staff teams and external alliances/partnerships;
- champion the mission and values of the City;
- conduct research, prepare reports, and deliver presentations/training;
- develop and prepare budgets;
- exercise discretion and judgment when handling confidential, sensitive, and/or controversial information;
- lead and inspire innovation and the adoption of best practices;
- Advanced skills include: Analytical; Coaching; Facilitation; Interpersonal; Leadership; Negotiation; Organizational; Presentation; Problem Solving; Project Management; Report-writing; Research; Strategic Thinking; Supervisory; Verbal Communication; Written Communication
- Intermediate computer literacy using the following systems and software: in Microsoft Office and HR technology systems
- Availability to attend evening/weekend meetings or to work outside of designated normal hours per week

- Please note that the City has a Hybrid Work Program Policyin place that may allow for a hybrid work arrangement for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage: This a permanent full-time non-union position with the following pay level and 2025 pay range:

- Pay Level: Level 14
- Yearly Salary: $107,652.66 to $144,287.69
- Hourly Pay Rate: $59.15 to $79.28
