Job Description Summary
UBC Energy and Water Services oversees the overall management of energy and water at the UBC Vancouver Campus, working within a mandate of fiscal efficiency, operational excellence, environmental sustainability and innovative demonstrations.
The Technical Specialist, BMS, provides assistance to the Manager, BMS overseeing the operation and with general review of the university s automated computer based building management system (B.M.S.) The B.M.S. functions primarily to control and monitor the operation of building heating, ventilating, air conditioning, and other systems to optimize engery use as directed by Sustainable energy guidelines while maintaining satisfactory enironmental conditions.
Organizational Status
The Technical Specialist, Building Management System reports to the Manager, Building Management Systems in the UBC Energy and Water department. Works collaboratively with other Technical Specialists in the BMS group.
Work Performed
Oversees the operation and maintenance of computer based BMS, including client/server hardware and software, auxiliary control units, network devices, and all other components of an integrated system. The BMS Technical Specialist ensures that heating, ventilating, air conditioning (HVAC) and other systems under automated control are operated in accordance with defined control strategies to ensure established energy management guidelines.
Works with the BMS Manager to improve, develop and implement operating policies, procedures, and guidelines which give direction, maintain security requirements and accessibility levels, and provide an efficient, effective operation.
Works collaboratively with the Energy Conservation team to implement the Energy Management Plan, provides input on energy conservation and efficiency projects; assists in development of long-range plans for energy conservation and efficiency, campus energy standards, and policies and procedures designed to maintain an effective conservation program.
Reviews and/or develops energy management, HVAC BMS software programs that that result in sustained reductions in energy use while maintaining appropriate environmental conditions.
In conjunction with the BMS Manager reviews new projects during all phases of design and construction to ensure that the necessary information is available, and efforts are coordinated, to satisfactorily complete jobs.
Liaises with users, provides advice, and expedites projects involving BMS and where Heating, Ventilating and Air Conditioning system is affected by BMS; assists other staff in using B.M.S. as a diagnostic tool.
Reviews and approves maintenance work requests for the BMS and its peripherals; determines the required scope of work and approves the associated costs; administers and co-ordinates the work of UBC personnel or contractors working on the B.M.S. This ensures that a high standard of workmanship is attained and that appropriate codes, regulations and safety standards are adhered to.
Liaises with contractors, consultants, suppliers in matters regarding the BMS and represents UBC in the testing, inspection and the commissioning of new construction work for BMS alterations or expansion.
Carries out studies, prepares reports and maintains system documentation and records related to system documentation.
Prepares project budgets and recommends projects to reduce costs and/or improve conservation of energy while maintaining building environment comfort levels; recommends, designs and implements programming changes as required.
Conducts the safety program of the department within the section and acts as an elected officer of the Trades Safety Committee as required.
Responsible for the delivery of capital projects related to BMS expansion, alterations and upgrades to the existing system and projects designed to increase energy efficient operation of the campus mechanical/electrical systems; reviews drawings and specifications for new projects and comments on their effect. Assists in the co-ordination of any alterations or extensions; represents UBC in the testing, inspection and the commissioning of new construction work for BMS alterations or expansion.
Responsibilities include, but are not limited to, the following:
a) Preparing business cases for BMS expansion, alteration and upgrade projects.
b) Preparing scope of work documents.
c) Confirming and documenting the detailed scope of work.
d) Coordinating, monitoring and assisting the Project Team in the development,
review and approval of design and construction documents based on the
project scope and budget, as well as UBC regulations and guidelines.
e) Coordinating, monitoring and assisting the Project Team in the pre-construction
phase of the project.
f) Coordinating, monitoring and assisting the Project Team in the construction
phase of the project:
Provides training and direction to tradespersons in the use of BMS, making recommendations with regard to their suitability and trainability.
Provides commissioning and review services for BMS upgrade and addition projects.
Prepares written reports detailing: BMS upgrade projects scope, progress, costs, status, affect and results achieved.
Assist in the development of content for our building performance displays and sustainability indicator displays.
Performs other related duties as assigned
Consequence of Error/Judgement
The area maintained requires constant close attention since it is the central environmental control for the University buildings. Shutdowns could have serious and costly consequences. Where errors occur, result in increased costs through energy, time and dissatisfied clients.
Supervision Received
Within areas of technical competence and expertise, works independently in consideration of established practices, policies and broad procedures. References superior in problem situations or for decisions on matters affecting other than normal day-to-day operations.

Undergraduate degree in a relevant discipline. Eligibility for membership in a professional Institute or Association.Degree in Mechanical or Electrical Engineering or equivalent. Eligible for registration with the B.C. Professional Engineers Association or certified Building or Instrumentation Engineering Technologist.Minimum of six years experience or the equivalent combination of education and experience.Experience in the design, installation or operation of large computer based building automation systems used to control and monitor heating, ventilating, air conditioning and other building support systems in institutional or commercial environments. Good working knowledge of related trades. Requires well-developed organizational skills with the ability to deal with many projects and tasks simultaneously. Must have good verbal, written and interpersonal communication skills. The position requires knowledge of computer networks, direct digital control, pneumatic control, electric/electronic control systems and their application to complex heating, ventilating, air conditioning and other building support systems. Must have the ability to use appropriate computer languages and programming skills applicable to building automation systems. Ability to write technical reports and develop data gathering methodologies and schedules. Ability to make presentations. Must have experience with Windows based PC applications, including MS-Office [Word, Excel, Access, PowerPoint, Outlook]. Experience with planning and implementing of successful Building Management System retrofits, new construction and service projects, including design, start-up, commissioning and training. Experience in dealing with customers as it relates to projects that affect their work environment.
