About the role
Position Overview
As an integral member of the Management Team, the Manager of Administration is actively involved in day-to-day administrative operational decision-making for the Access Centres, Addiction Recovery treatment sites, and other community service sites across Winnipeg. The manager promotes a common vision and provides support and leadership to administrative staff and team members through the ongoing integration and change process. The manager is responsible to develop effective communication processes and management of workload levels within the administrative team. This position provides support, expertise and leadership in a wide range of management activities including operational and business planning, budget preparation, disaster management and human resource management for the administrative component of the community programs. This position is responsible for managing the administrative budgets of the community areas/centralized services. This position ensures compliance and consistent interpretation of policies as directed by the Winnipeg Regional Health Authority.
Core Winnipeg Regional Health Authority community-based services may include: Home Care, Public Health, Mental Health and Addictions Recovery Services Community Development, Geriatric Patient Assessment Services, Services to Seniors, Midwifery, Rehabilitation Services and Primary Care.
The centralized manager of administration is responsible for planning and coordination of administrative services for all core programs of the Community Health Services portfolio. Due to the diversity and complexity of the services provided by centralized programs and the specific processes required to support each program, the manager must have creative problem-solving skills and the ability to develop and re-engineer processes to promote optimum service delivery and collaboration between programs.
Experience
- Must have a minimum of 3 years recent management experience.
- Preference will be given to individuals with administrative experience in a health or social services sector and with facilities management.
- Must have experience in the budgeting process, including budgetary planning and analysis and financial management.
Education (Degree/Diploma/Certificate)
- Bachelor’s degree in Business Administration, Health Care Administration or a Related Field required.
- An equivalent combination of education and experience as recognized by the Winnipeg Regional Health Authority (WRHA) may be considered.

- Proficiency in Microsoft Office for Professionals - Word, Excel, PowerPoint & Access.
- Knowledge of legislative acts governing health care and social services as they relate to administrative practices.
- Demonstrated ability to think critically, analyze, conceptualize and apply relevant knowledge to practice.
- Excellent organizational, interpersonal, problem-solving and decision-making skills.
- Demonstrated leadership skills in an interdisciplinary team environment.
- Demonstrated ability to lead and/ or participate in project management initiatives and follow through with outcomes.
- Ability to work independently within an interdisciplinary, intersectoral and intrasectoral context.
- Effective oral and written communication skills.
- Maintain effective working relationships with counterparts in other Community Areas of Winnipeg, local hospitals, Community Health and Mental Health & Addictions Agencies, Personal Care Homes and local physician groups.
