Job Description

Role Overview:

  • RBC Cyber Intelligence (CI) team is seeking a Strategic Partnerships and Collections Manager (SPCM) with demonstrated competence and drive to contribute toward the success of RBC’s cyber resiliency initiatives – through the construction and delivery of intelligence products that address issues of strategic importance to RBC.
  • Under direction of the Cyber Intelligence, the SPCM will be responsible for developing, maintaining and strengthening RBC’s external relationships and partnerships with government agencies, industry partners, law enforcement personnel as it relates to cybersecurity and information sharing. The SPCM will also be responsible coordinating CI team’s collection efforts to ensure alignment with strategic and stakeholder information requirements.

Essential Functions:

  • Ensure information requirements management and collection coordination (IRM/CC) function is aligned with industry best practices to mature the intelligence collection management program at RBC.
  • Develop and maintain intelligence collection plans (ICP); mapping stakeholder intelligence requirements to collection sources and intelligence outputs.
  • Establish, conduct and develop critical intelligence partnerships internal and external, locally and globally to enable the maturation of quality analysis and actionable intelligence.
  • Evaluate vendors/providers and other sources to determine fit, value and alignment with current and anticipated collection requirements.
  • Develop and maintain business process for accepting, validating, and tracking requests for information (RFI) from external and internal partners and stakeholders.
  • Create and advance strong cyber intelligence sharing relationships and partnerships with industry companies and RBC partners.
  • Through partnerships and relationships, identify threats that might impact the bank’s cybersecurity operations and drive industry-led solutions to mitigate risks posed by these threats.
  • Conduct targeted research into various types of cyber related issues with primary focus on issues of strategic importance to RBC, including but not limited to: Cybercriminal activities, Espionage operations, Geopolitical events, etc.
  • Act as subject matter expert resource on the threat landscape and provide influence and support to RBC stakeholders through effective early warning, detection, and analysis of cyber-attacks.
  • Produce and oversee the production of clear and concise intelligence outputs for internal and external audiences. Review reports written by other team members and provide constructive feedback.
  • Develop and deliver intelligence briefings to executives and leadership teams.

Qualifications:

  • 4-year undergraduate degree in Political Science, International Relations, History, Psychology, Sociology, Engineering, Computer Science, Information Security or related fields and 4+years of field experience in conducting intelligence operations for a public sector entity or security vendor, OR formal training in intelligence operations from a federal government entity or industry accredited institution and 7+ years field experience in defence, security, or cyber threat intelligence in a public sector entity or security vendor.
  • 4+ years of experience in an Information Requirements Management and Collection Coordination function.
  • Extensive knowledge of all aspects of the intelligence cycle, including identifying key collection sources, evaluating raw intelligence, conducting research, performing link analysis and preparing finished intelligence for different levels of stakeholders.
  • Strong technical writing skills to draft policy documents as required and to document standard operating procedures.
  • Ability to manage multiple concurrent objectives or activities, and effectively make judgments in prioritizing and time allocation in a high-pressure environment and with minimal direction or oversight.
  • Ability to synthesize complex security and geopolitical incidents, events and advanced attack techniques to produce intelligence products in non-technical language that are accessible for business leaders.
  • Ability to understand or learn the technical implications of security threats.
  • Ability to acquire a TS/SCI security clearance granted by a partner federal government department or agency.

Nice to Have:

  • Graduate degree in Information Sciences, International Relations, Political Science or related fields.
  • Certified Information Systems Security Professional (CISSP)
  • Active TS/SCI clearance from the granted by a federal department or agency of the Government of Canada.
  • Active participant in the Intelligence Community.
