The Office of the Public Guardian and Trustee of Manitoba (PGT) is a provincial government Special Operating Agency that is appointed as a last resort to provide a number of services to Manitobans. The Adult Services Section of the PGT is responsible for managing the personal care and property of Manitobans when the PGT has been appointed as committee or substitute decision maker for Manitobans who have been assessed as incapable due to a mental illness or an intellectual disability and there is no one else willing, able or suitable to act on behalf of the person.

Conditions of Employment:

  • Must be legally entitled to work in Canada

  • Must provide and maintain a satisfactory Criminal Record Check (including Vulnerable Sector Search)

  • Must provide and maintain a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check

Qualifications:

Essential:

  • Experience managing a large and complex caseload independently.
  • Ability to interpret and apply policies, procedures and legislation relevant to client care and asset management.
  • Ability to interact effectively with a wide range of stakeholders including legal professionals, other service providers, clients, families and the public.
  • Strong assessment skills with the ability to research, gather and evaluate information to make informed personal care and property decisions on behalf of clients.
  • Strong ability to manage high volumes of work in a dynamic environment with competing priorities while maintaining accuracy and attention to detail.
  • Ability to work collaboratively and effectively within a multidisciplinary team environment.
  • Strong verbal communication skills with the ability to communicate clearly and concisely including with vulnerable populations.
  • Strong writing skills for reports, letters and memos.
  • Experience preparing budgets and managing financial documents related to client assets and entitlements.

Desired:

  • Professional experience working with people living with mental illness, dementia or intellectual disability.
  • Familiarity with benefit programs, entitlements and provincial legislation related to guardianship and trusteeship.
  • Training or certification in case management, mental health, estate and trust management.

Duties:

The Case Manager (CM) manages a full and complex caseload of client files where the Public Guardian and Trustee of Manitoba (PGT) has been appointed under The Mental Health Act or under The Adults Living with an Intellectual Disability Act, to manage the personal care and/or property of individuals who lack the capacity to do so themselves. The CM is required to make complex decisions regarding a client's personal care, including medical treatment decisions. The CM is also required to identify and manage a client's property, which involves developing individualized client budgets (based on the particular client’s income and expenses), responding to funding requests, and dealing with personal property and real property. The CM works independently, in accordance with established policies, procedures, and legislation. The CM must have very good time management skills to case manage the client volume and the competing demands of the position.
