About the role
The Program Manager (PM) will report directly to the Senior Wholeship Design Program Manager and have responsibility to execute and deliver components of the Direct Commercial Sale (DCS) Combat Management System (CMS) related to Canadian Tactical Interface (CTI) integrated systems. The PM will have programmatic cognizance and responsibility for execution, delivery, and growth of the capabilities and systems aligned with the CMS/Command and Control (C2), Communications (Comms), and Underwater Warfare (UWW) Integrated Product Teams (IPTs) or as further defined by the Sr PM.
Responsibilities include planning, staffing, development, PM subcontract management, Earned Value management (EVM), risk and opportunity (R&O) management, and design/integration of the Canadian Surface Combatant (CSC) combat system within budget and schedule. Proposal support responsibilities will be required for follow on program phases.
The Program Manager responsibilities include:
- Leading a cross-functional team in the execution and delivery of responsible technical solution(s) within cost and schedule
- Establishing and maintaining effective relationships with internal/external stakeholders and customers
- Partnering with subcontract management to establish and manage subcontractor relationships and performance in support of business objectives
- Developing, managing, and reporting against contract execution baselines (EVM, R&O, etc.)
- Working with functional management and other stakeholders to ensure workforce planning and staffing support business needs
- Reporting on regular and ad-hoc basis to internal and external senior leadership

- Appropriate experience/combined education, with professional experience and specialized training commensurate with role/assignments.
- Track record of successful cost, schedule and technical performance management with a multi-disciplined team.
- Demonstrated ability to establish positive relationships with various customers, teammates, and subcontractors.
- Ability to work across organizational boundaries to address system issues and execution performance.
- Exceptional interpersonal communication and formal presentation skills, including the ability to interface at all levels.
- Ability to adapt to changing priorities and budget challenges in a dynamic program execution
- environment.
- Strong organizational skills.
- Advanced business acumen including the ability to investigate, comprehend, and interpret complex business challenges, and think and act both strategically and tactically.
- Demonstrated conflict resolution skills and the ability to build respectful working relationships
- Ability to support required domestic and/or international travel (~25%).
Additional skills desired for the role
- Previous LM Program Management/Engineering/Business Development leadership experience
- Combat Systems development and integration experience
- Familiarity with Underwater Warfare, Communications, and C2 solutions and operations
- Experience with Canadian Customers (Department of National Defence (DND), Public Services and Procurement Canada (PSPC), Irving Shipbuilding Inc. (ISI)), and combat suppliers
- Demonstrated judgement, negotiation/influence skills, analytical skills, and leadership skills
- Demonstrated experience continually improving processes to improve product quality and perform work more efficiently
