The Office of the Registrar is responsible for student recruitment and admissions, direct and online service to current students, including registration, financial aid, scholarships, academic assessments, graduation and petitions. It also provides course scheduling, administration of tests and exams, enrolment data analysis and business intelligence.

Under the general direction of the Associate Registrar and Director of Admissions & Student Recruitment, the Manager, Student Recruitment and Outreach Planning leads the strategic direction, management and planning of undergraduate recruitment at the University of Toronto Scarborough.
The incumbent provides leadership and professional expertise in the planning and implementation of the University of Toronto Scarborough (UTSC) student recruitment tactics, ensuring alignment of institutional priorities and effective operationalization.
The Manager, Student Recruitment and Outreach Planning leads a high-performing team of recruitment professionals, overseeing the coordination of student recruitment initiatives across local, national, and international markets. The incumbent holds full managerial authority over staff (Appointed and Casual) encompassing responsibilities of budget management, strategic planning, and human resources and labour relations; including dispute resolution and compliance of collective agreements.
The Manager, Student Recruitment and Outreach Planning is the team’s subject matter expert as it relates to program offerings, admissions processes, and student experiences at the Scarborough Campus. They serve as an outstanding ambassador for U of T Scarbrough. The incumbent monitors a variety of data and information sources, to ensure that recruitment practices are impactful and resources are efficiently deployed. The Manager, Student Recruitment and Outreach Planning works with internal and external stakeholders to strengthen UTSC’s presence in the undergraduate recruitment landscape.
The Manager, Student Recruitment and Outreach Planning may be expected to occasionally fill in for the Associate Registrar and Director of Admissions & Student Recruitment during absence periods.
Essential Qualifications I. EDUCATION: University degree; or an equivalent combination of education and experience.
Ii. Experience At least five (5) years of progressive experience in student recruitment at a recognized post- secondary institution.
A minimum of three (3) years supervising and leading a unionized team to meet department goals, working with different abilities and strengths.
Direct experience and a proven track record in developing, executing, and evaluating student recruitment and enrolment strategies that drive measurable results.
Demonstrates in-depth knowledge of best practices and emerging trends in university student recruitment, with a focus on inclusive, data-informed, and community-engaged approaches.
Experience working with senior leadership and project management expertise.
Demonstrates a strong commitment to diversity, equity, and inclusion as essential pillars of a meaningful university experience, paired with a deep understanding of current issues affecting access, equity, and success for students and staff from diverse backgrounds.
Experience in conflict resolution and mediation within high-pressure environments.
Skilled in budget oversight and data-driven reporting to support operational and strategic goals
Iii. Skills Strong leadership ability to deploy student recruitment initiatives, in alignment with UTSC’s enrolment goals and strategic plan.
Proficient at orchestrating change management and diplomatic problem-solving with a commitment to the student experience, academic mission, and demonstrated ability to foster trusting, credible and ethical relationships with team members and others.
Demonstrates a collaborative and consultative management style, effectively leading teams by setting clear expectations, establishing performance metrics, and fostering accountability.
Must show evidence of a commitment to equity, diversity, inclusion, and the promotion of a respectful and collegial learning and working environment.
Ability to effectively formulate and establish objectives and priorities.
Superb oral and written communication skills, including effective presentation and public speaking skills.
Exhibits a high level of judgment, tact, and diplomacy in navigating complex situations.
Skilled in identifying and mitigating risks while applying sound decision-making to respond appropriately.
Trusted to handle sensitive matters with professionalism, discretion, and confidentiality.
Successful at building collaborative, long-term relationships internally and externally.
Adept at managing resources to achieve goals on time and within approved budget.
Able to identify process gaps or areas for improvement and implement changes for maximum efficiency.
Skilled at interpreting and applying a broad range of institutional policies and procedures.
Strong research and assessment skills to determine improvements required.
Proactive learning to stay informed of trends, and to anticipate and respond to changes.
Must have a strong and creative appreciation of academic values and a commitment to student development and success.
Have knowledge of systems to track, analyse and capture work requested and data for types of requests/work( i.e. project management software, event registration, post-event analytics).
Iv. Other Proficiency with Microsoft Office tools (Excel, Word, PowerPoint, Teams, etc.)
Customer Management Systems/CRM (e.g. Slate); Student Systems (ROSI/ACORN)
Knowledge of databases including Tableau and Power BI (or related data warehouse knowledge)
Presentation/Public Speaking equipment;
Valid Driver’s License
Access to a reliable vehicle
Flexibility to travel to national and international regions for periods of up to two weeks
