Responsibilities

PRIMARY PURPOSE

Manages the work of staff engaged in the facilities maintenance, fire protection, bus stop maintenance, sign shop, building services and contract administration departments, in order to ensure compliance of work with legislation and regulations, organizational standards, safe work practices and contract requirements.

KEY ACCOUNTABILITIES

Participates as a member of the Director’s management team, providing area-specific input to development of plans and budget for the Infrastructure Engineering Department. Translates divisional goals into strategic and tactical plans for all areas of accountability, with emphasis on continuously streamlining operations, improving cost efficiency, and optimizing service.

Manages and provides leadership to staff in the Infrastructure Maintenance, Fire Prevention, Janitorial and Transit Signage departments and manages associated budgets. Oversees scheduling, assigning and coordinating work, adjusting priorities to meet changing conditions and authorizing time slips and overtime. Oversees the monitoring of disabled employees returning to work as Building Service Workers through the Human Resources rehabilitation program.

Represents CMBC on all infrastructure capital projects, working in partnership with TL PMO to address property, building and equipment deficiencies and planned upgrades.

Manages the development and implementation of preventative maintenance programs for delivering efficient and cost-effective maintenance services related to the construction, modification and maintenance of facilities, transit signage, infrastructure and equipment at transit centers, SeaBus, bus stops and transit exchanges. Ensures that safe work practices are maintained and that staff are aware of Work-Safe BC, WHMIS and other safety regulations.

Prepares budgets, work plan, staffing and equipment submissions for review and approval by the Director. Provides monthly workload and budget variance reports, quarterly forecasting and resolves external invoicing discrepancies. Develops business cases for capital projects related to all facilities functions and equipment.

Implements established plans during emergency situations and delivers orientation for municipal fire fighters and police in emergency procedures for responding to CMBC transit vehicle fires, SeaBus vessel fires and SkyTrain system fires. Arranges responses to emergencies 24/7. Makes recommendations into the development and amendment of practices and procedures to improve operational efficiency and safe working practices.

Manages direct and indirect reporting staff, including hiring and terminations decisions, development, training, coaching, performance management, assigning/reviewing work and all other people management practices. Manages relationships with Unions, Internal Stakeholders (All CMBC Departments) and External Vendors to proactively resolve issues.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this job are acquired through a Red Seal Ticket in one of the building trades, or a degree in a related facilities maintenance field plus courses in supervisory techniques, management principles and labour relations, and a minimum of seven (7) years previous experience in progressively responsible positions in multi-disciplined building maintenance management or the construction industry, covering all aspects of repair, renovation, maintenance and construction of new and existing building and associated equipment. Includes experience in a management capacity, overseeing the supervision of technical workers and contractors and managing projects and resources.

OTHER REQUIREMENTS

Expert knowledge of the principles, theories, concepts and practices of building maintenance.

Advanced verbal and written communication skills.

Advanced planning and organizational skills.

Advanced teamwork and interpersonal skills, including negotiations and conflict resolution skills.

Advanced analytical thinking and problem solving skills.

Advanced leadership skills to provide coaching, team building, and development and performance management to manage a substantial group of direct and non-direct reporting staff.

Solid computer skills in standard office tools including word processing and spreadsheet software and use of web-based systems.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This is a full-time temporary position for 14 months.

Rate of Pay

The salary for this position ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
