POSITION OVERVIEW
Surrey Police Service (SPS) has an exciting opportunity for a Timekeeping/Payroll Specialist to join our Financial Services Section, within the Office of the Chief Constable. This is a specialized, complex clerical position responsible for processing all aspects of time records in support of payroll in a timely, accurate and efficient manner. There is considerable responsibility and independence of action are exercised, working with evolving guidelines. The key focus is on timesheet accuracy, applying timekeeping rules from multiple collective agreements, and therefore ensuring pay practice compliance.
Schedule / Hours of Work
The anticipated schedule for this position is 35 hrs/week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.
RESPONSIBILITIES

Supports, advises, and directs Surrey Police Service (SPS) timekeepers in collecting and recording payroll data in support of timely bi-weekly payroll delivery.

Maintain accurate timekeeping records

Assists in establishing workflows and operating procedures and maintaining related documentation.

Audits and corrects timesheets and provides summary reports.
-
Reconciles time claims to collective agreements and established pay practices.

Maintains accurate timekeeping records.

Administers SPS policies and checks payroll material and data submitted for conformity with legislation, regulations, agreements and procedures.

Responds to inquiries from staff, outside agencies, and others.

Completes assignments by required deadlines.

Prepares accurate timekeeping documents.

Works on the implementation and execution of a work scheduling system.

Makes recommendations for improvements and attends meetings relative to payroll matters.

Assists others in performing their duties and performs related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES

Communicates effectively, both orally and in writing.

Understands and effectively carries out instructions and assignments.

Good organizational and time-management skills.

Performs and succeeds under the pressure of deadlines.

Good knowledge of current payroll practices and systems, preferably in a public safety environment.

Good working knowledge of mainframe computer and PC applications, including Excel and Word for Windows.

Detail oriented and accuracy in mathematical calculations

Good public relations and interpersonal skills.

Good understanding of collective agreements.
APPLICANT QUALIFICATIONS

Completion of grade 12, supplemented by payroll and accounting courses equivalent to Payroll Compliance Practitioner (PCP) courses.

Minimum 5 years recent payroll experience in a complex unionized workforce, the last three years being in positions of complexity and responsibility.

An equivalent combination of education and experience may be considered.

All applicants must obtain and maintain the required police security clearance throughout their employment with SPS.

The salary range is $35.71/hour - $38.98/hour (pay grade 19) based on 2024 rates.
