RESOURCE -- Project Manager RFR# RFR-0703 Date Resource Required Term: The intended start date for the role is November 10, 2025. Location : The position is an onsite role and will be located at a Government of Saskatchewan office in Regina, Saskatchewan, Canada. The intended start date for the role is November 10, 2025. Contract Duration The term of the Agreement is to be for a period of two years, with an option in favour of GOS to extend the Agreement on the same terms and conditions for an additional term of up to the completion of the project.

Qualifications

• Project Management Professional (PMP) or PRINCE2 Practitioner certification.
• A copy of a valid Certificate must be included in the submission.
• Demonstrated experience as a practicing Project Manager managing different, complex Commercial-Off-The-Shelf (COTS) implementation projects in an IT environment.
• Candidate to provide details of Commercial-Off-The-Shelf (COTS) projects they’ve managed.
• Complex is defined as a project with multiple stakeholders, vendors and complex cloud integrations with public facing components.
• Candidate agrees and is committed to working full time onsite at a Government of Saskatchewan office in Regina, Saskatchewan upon contract start date and for the duration of the contract.
• GOS is interested in understanding the Resource’s experience with GOS, or comparable entities, as it relates to the technical and business landscape. Describe in detail.
• Demonstrated experience as a practising Project Manager managing two (2) or more large-scale, complex transformation projects that included public-facing online technology component.
• The Government of Saskatchewan defines complex as projects involving multiple stakeholders, vendors and complex cloud integrations with public facing components.
• Demonstrate strong interpersonal skills, evidenced by the ability to effectively collaborate with stakeholders at all organizational levels and prioritize business objectives.
• Demonstrated experience in implementing practices and techniques to navigate project governance frameworks is essential, including conducting project team meetings and engaging with Executive Steering Committees.
• Proven record of achievement as a Project Manager demonstrating experience in successfully working in an IT project environment overseeing 3rd party implementors and proprietary technology solutions.
• Demonstrated experience preparing or overseeing the development of project documents (e.g. status/progress reports, detailed budget, resource estimates, project plans and proposals, strategies, executive presentations, project close-out documents including transition to operations and “lessons learned”).
• Demonstrated Project Management experience including successfully managing team resources, risks, systems development, estimating effort and costs, and planning and scheduling project activities following Project Management Institute (PMI) standards, processes and documentation.
• Demonstrated technical background with experience communicating technical concepts to a variety of technical and non-technical audiences.
• Demonstrated experience working with tools such as Azure DevOps to manage projects.
• Demonstrated experience working with ITSM tools such as ServiceNow for tasks and ticket management.
• Experience working on public sector information technology projects is considered an asset.
• Demonstrated experience and applied knowledge of Organizational Change Management including but not limited to certification in Organizational Change Management is considered an asset.
