THE OPPORTUNITY

As a front-line customer experience expert, this position is responsible for intake and payment of applications for planning, development, safety codes permits and business licenses. Employees are responsible for issuance of electrical, plumbing and gas permits, small building permits and business and other licenses. They also coordinate safety codes inspections and file closures. This position reports to the Supervisor of Licensing and Permitting.

This is a permanent full-time position. The salary range is: $55,491.80 - $65,956.80.

RESPONSIBILITIES

  1. Permit application intake, issuance, and support
  • Process and coordinate data entry for permits and applications in CityView for safety codes permits (building, electrical, plumbing and gas), which includes application tracking and applicant notification.

  • Process and issue trades permits (electrical, gas and plumbing) and small building permits.

  • Process and issue business, mobile vending, henkeeping and other license applications which includes data entry, tracking and notification.

  • Assist with compliance and development processes by accepting applications and forwarding to development staff for processing.

  • Create electronic files for CM9, as required.

  • Answer, direct and track inquiries from customers.

  • Provide Planning work unit support including notifications and advertisement placements in newspaper.

  • Review and update public information and application forms for all department processes.

  • Act as the Lead PDPI for key topic areas as assigned including, but not limited to: records management, inspections, CityView and Portal, FOIP, small building permits, office management, new construction, licencing, etc which includes maintaining a high level of expertise to support and train other PDPIs.

  1. Customer inquiries and support
  • As the front line customer experience representative of the Department, respond to customer inquiries regarding applications, permits, inspections and other matters.

  • Answer all customer inquiries with regard to applying for and renewing business licenses.

  • Provide guidance and assistance for customers with CityView Portal application entry.

  • Coordinate permit application with internal and external parties throughout the process, ensuring customers connect with the appropriate person to address their questions or concerns.

  • Maintain tact, composure, and diplomacy in dealing with clients, customers, builders and contractors and address customer concerns in a timely manner.

  1. Payment management
  • Collect and process fees associated with applications and services.

  • Process refunds.

  • Ensure balanced daily cash out and reconciliation.

  1. Safety Codes inspection bookings, file management and reporting
  • Schedule and manage all inspections for building, gas, plumbing and electrical permits, working closely with Safety Codes Officers.

  • Prepare monthly reporting on contracted inspections for billing.

  • Communicate changes in inspection schedules to inspectors and customers.

  • Provide information, assistance, and direction to the public and contractors in relation to Safety Code permits application and inspection requests while adhering to Safety Codes bylaws and regulations.

  • Ensure the life cycle process of inspections, reports, extension letters, permit services reports, inspection scheduling and occupancy is completed.

  • Monitor and manage all current and past safety codes files.

  • Ensure file closure of all safety codes files.

  • Maintain records in CityView and CM-9 in accordance with Department Records Management Plan.

  • Manage permit services reports (PSRs) and distribute daily through mail.

  • Prepare, verify, and distribute identified Safety Codes reports monthly.

  • Ensure all times lines set out by the City Uniform Quality Management Plan are met.

  1. Other Duties
  • May provide back up for other Permit Issuers.
  • Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
  • Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
  • Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
  • All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
  • Employee are expected to stay current on WHMIS and other safety-related procedures.
  • Perform other job-related duties.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

  • Post Secondary Certificate in Business Administration or a related field.

  • Minimum of two (2) years experience in an office administration or equivalent position.

  • Minimum of one (1) year experience of front-line customer service.

  • A combination of education and experience may be considered.

  • Strong customer service orientation and the ability to build positive, productive business relationships.

  • Strong verbal and written communication skill, with diplomacy and tact to deal with diverse groups of clients.

  • Experience dealing with confidential/sensitive or privileged information.

  • Ability to problem solving and think critically.

  • Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.

  • Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.

  • Ability to work both independently as well as within a multifaceted team environment.

ASSET QUALIFICATIONS:

  • Knowledge of municipal government processes.

  • Knowledge of the Knowledge of the Access to Information Act (ATIA) (previously the Freedom of Information and Privacy Act (FOIP).

  • Safety Codes Council training and certification to issue permits (this may also be obtained post hire).

WORKING ENVIRONMENT:

  • Monday to Friday.
  • Hours of Work: 8:30am to 4:30pm.
  • Overtime may be required.
